Summary About the Position: Serves as the National subject matter expert on the eHydro eGIS platform. Identifies requirements and implements advanced analytical techniques to solve complex GIS issues; develops and modifies GIS software applications and interfaces; provides technical services, training, and guides implementation of applications/databases/GIS datasets for District personnel regarding eHydro; and is an Environmental Systems Research Institute (ESRI) expert. Responsibilities Communicate system requirements and issues with vendors, stakeholders, and IT personnel. Coordinate meetings and presentations to keep senior leaders informed, gain compliance, and generate innovative solutions to existing practices. Act as the national liaison for development, acquisition, interpretation, and dissemination of HQUSACE policy and guidance. Develop and conduct briefings and presentations to technical and professional audiences within and outside of USACE. Report on efforts related to cybersecurity and accreditation. Oversee the technical development, testing, and operations of the system. Prepare short- and long-term action plans and schedules for various phases of the project, ensuring consistency with service goals, schedules, and policies. Manage the Project Management Plan and report compliance and milestone status. Provide technical assistance, training, and operational support to USACE Districts. Maintain awareness of current advances in hydrographic surveying and geospatial information systems planning and policies. Responsible for maintaining a working knowledge of an array of software packages including ArcGIS Enterprise, ArcGIS Pro, ArcGIS Desktop, Hypack, Microsoft Azure SQL (PaaS), eHydro Desktop, and eHydro Enterprise. Establish metadata standards for datasets and assist Districts with implementation. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
