GRAND COUNTY PERSONNEL SERVICES DIRECTOR in MOAB, Utah

About the Position:

The Personnel Services Director performs a variety of complex administrative, managerial, and professional duties related to the planning, organizing, directing, and coordinating the human resource system of Grand County. This position provides supervision to the Personnel Services Department and provides functional oversight and support to Grand County employees as it relates to Human Resources.

Essential Functions:

  • Manages all aspects of the county Human Resources
  • Policy development, presentation, and implementation
  • Oversees file management, assuring completeness and confidentiality of Human Resource records
  • Manages investigations related to Human Resources
  • Manages recruitment process
  • Oversees, develops, and implements ongoing mandatory training
  • Assists department directors and leaders in the development and implementation of Human Resource programs
  • Plans, directs implementation, and administers employee benefits
  • Oversees compensation program and payroll processes
  • Oversees general employee relations, including all employee actions
  • Serves as Grand County Risk Manager
  • Develops and monitors Grand County safety programs

  • Considerable knowledge:
    • Human Resource Management theory, methods, and practices.
    • Federal and State laws applying to Human Resources
    • Benefits, recruitment, and compensation
    • Employee Relations
    • Training methods
  • Working knowledge:
    • Budget development
    • Fiscal accounting
    • Risk Management
    • Safety Practices
  • Considerable skills including diplomacy, and cooperative problem solving, leadership and organizational behavior, management, establishing and maintaining relationships, and operations of standard office equipment.

Communication skills are highly important in this role as this position works with all County employees and Elected Officials.

Qualifications:

  • Graduation from college with a bachelor's degree in Human Resources, Public Administration, or related field
  • Eight (8) years of work experience performing above or related duties; or
  • An equivalent combination of education and experience.
  • Must pass pre-employment drug screening and background examination.
  • Must be available to attend occasional night meetings
  • Professional Certifications such as SHRM-CP, PHR, & SPHR are encouraged
