TheAssistant Manager Light Rail Vehicle Maintenanceprovides daily leadership, direction, and coordination in the Light Rail Vehicle (LRV) Maintenance Departments. This position provides support in ensuring that all projects, programs, and maintenance schedules are implemented successfully. The Assistant Manager manages the daily dispatch of revenue vehicles and the work performance of the Maintenance Department’s assigned functions.

What you would do in this job

  • Manage and supervise maintenance staff while ensuring rules, standards, policies governing quality and quantity of work is maintained.

  • Plan and prioritize revenue vehicle maintenance tasks including routine maintenance, in-service failures and repairs, approved modifications to the LRV fleet. Ensures safe operation of LRV fleet, safety personnel and Operation/Maintenance facility.

  • Archive pertinent documentation as it relates to the Vehicle Maintenance Department and employees.

  • Provide Labor Relations to personnel with documented examples of potential disciplinary issues, coach and council employees as needed, administer the Metropolitan Council’s progressive discipline policy when needed, evaluate and award Employee Recognition to qualified employees quarterly.

  • Schedule and approve overtime, determine workload, consider alternative options, and post overtime according to agreed upon guidelines.

  • Review and recommend vehicle spare part quantity changes for inventory, research and procure items needed to keep vehicles in a state of good repair for daily revenue service, purchase tools and equipment as necessary for employee use to complete assigned tasks in a timely manner.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of related work experience (in mechanical operation, mechanical maintenance, or other heavy-duty transportation maintenance) and completed education (in transportation, engineering, electronic technology, administration, management, or similarly related field), with at least two (2) years of supervisory, lead worker or project management work experience including giving work direction and coaching/developing employees:

  • High School Diploma or GED; AND nine (9) years of experience.

  • Associate degree or two-year vo-tech certificate; AND seven (7) years of experience.

  • Bachelor's degree; AND five (5) years of experience.

Metropolitan Council Employees Only:Successful completion of any one of the following four Metropolitan Council Leadership/Supervisory training programs will substitute for lead/supervisory experience. You must attach your certificate(s) as proof of completion of the program to your application. Only completion of one of the four programs listed below will substitute credit (6 months or 1 year) for lead/supervisory experience.

Metro Transit Leadership Academy = 1 year

Project Management Development Program (12-month session) = 1 year

Project Management Development Program (6-month session) = 6 months

Four Learning Institute Certificates - You must obtain all four certificates listed below to receive credit for 6 months supervisory experience.

  • Leading Self-Personal Effectiveness Certificate

  • Leading Self-Communication Certificate

  • Leading Self-Business Skills Certificate

  • Leading Others-Preparing for Supervision Certificate

What additional skills and experience would be helpful in the job (desired qualifications):

  • Experience and knowledge using TXBase for attendance, work order management and materials management.

  • Experience and knowledge using iDash for tracking and recording attendance, leave of absence and discipline.

  • Demonstrated skills and experience effectively communicating with others.

What knowledge, skills and abilities you should have within the first six months on the job:

  • Knowledge of LRV maintenance (light rail vehicle parts and operating systems.)

  • Knowledge of AC/DC electrical systems, principles of analog and digital electronics, electronic control circuitry and associated mechanical, HVAC, pneumatic, hydraulic systems, testing and inspections, methods/tools.

  • Knowledge of original equipment manufacturer warranties, contracts, technical specifications, and administrative procedures.

  • Demonstrated understanding of union contract administration.

  • Knowledge of industry standards related to light rail vehicles (LRV’s.)

  • Knowledge of OSHA and shop safety.

  • Skilled at organizing, team building and time management.

  • Skilled at problem solving and decision making.

  • Basic skill in Microsoft Word, Excel, e-mail and other Windows based environments.

  • Strong understanding of TxBase.

  • Ability and willingness to promote an equitable, positive, and respectful work environment that values cultural and diversity amongst all employees.

  • Ability to write routine reports and communications.

  • Ability to enforce Met Council policies and procedures.

  • Ability to read and interpret documents such as procedures, operating and safety manuals.

What your work environment would be:

Work is regularly performed in a normal office environment but may require occasional outdoor work with exposure to outdoor weather conditions. Work requires occasional local in-state travel by car to visit different facilities. Work is occasionally performed near moving parts or equipment. There is occasional exposure to vibrations and risk of electrical shock. Position is regularly exposed to moderate noise.
