The Security Workforce Manager is the primary authority on workforce operations and strategies for uniformed employees within University Security. The Security Workforce Manager is responsible for workforce strategies including recruitment and hiring, retention and recognition, and selection of systems and processes. The Security Workforce Manager is responsible for workforce operations including posting positions, reviewing applications, interviewing candidates, and maintaining personnel files. This position directly oversees and provides guidance to the Security Staffing Coordinator who functions as support for the Security Workforce Manager and Security Operations Manager. This position reports to the Director of University Security within the University of Minnesota, Department of Public Safety. Responsibilities / Essential Functions 75% Recruitment Strategy and Administrative Process Management * Develop, maintain, and implement effective: o Strategies for recruiting and retaining high-performing uniformed employees to meet dynamic staffing needs o Processes for tracking and reporting unit staffing performance including average turnover, open positions, and time required to fill an opening o Processes for managing training records to ensure auditability of the overall program as well as accountability for individual employee training o Managing University Security equipment in furtherance of employee effectiveness and safety, responsible use of University resources, and effective budget planning * Collaborate with: o DPS IT resources to evaluate, select, and implement systems supporting recruitment, hiring, onboarding, payroll, and scheduling of uniformed employees o University Services HR to evaluate uniformed employee compensation and make recommendations to maximize employee retention and proper use of University resources o Security Operations Manager to develop, maintain, and implement a recognition program for uniformed employees which identifies and incentivizes exceptional performance 10% Manage Security Staffing Coordinator * Provide daily direction and oversight to Security Staffing Coordinator as appropriate to ensure proper pay, scheduling, and equipment issuance for up to 80+ uniformed employees * Conduct performance appraisals of Security Staffing Coordinator and provide professional development opportunities consistent with University Services practices 15% Workforce Operations * Create and maintain job postings for vacancies in uniformed security staff positions * Receive and review applications, conduct interviews, and manage onboarding to fill vacancies annually or more as required by turnover * Maintain personnel files for up to 80+ uniformed employees * Performs other duties as assigned This job may be designated as essential. Required Knowledge, Skills, and Abilities * Exceptional written and verbal communication skills * Exceptional organization skills * Ability to exercise discretion when handling potentially sensitive information * Proficient in Microsoft Office applications * Ability to manage conflict respectfully and constructively * Ability to work independently and with limited direction * First Aid, CPR / AED instructor or willingness to become one Qualifications Minimum Qualifications * BA/BS plus at least 4 years of experience or a combination of related education and work experience to equal at least 8 years. * Able to pass a background check * Must meet and maintain requirements for access to law enforcement sensitive information including CJIS Data Access Term nals * BA/BS plus at least four years of experience OR a combination of related education and work experience to equal at least eight years in law enforcement, security-related field, or recruiting/staffing-related field Essential Qualification: Regular attendance is an essential qualification for this position.
