Position Description The Human Resources Workforce Data Analyst will plan, manage, and execute research, analysis, reporting of workforce demographics, trends, and metrics to inform HR, City of Minneapolis Enterprise leadership, state and federal agencies, and policymakers on data which impacts the organization's ability to plan, recruit, develop, deploy, and retain a skilled workforce. They will build relationships among multiple stakeholders who need to be informed by reports or that participate in data collection and reporting efforts. They will represent the highest standards in research and reporting with strong customer service orientation to serve internal and external stakeholders. Work Location: This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office. Job Duties and Responsibilities Manage and execute data collection, analysis, and reporting functions within the Human Resources (HR) Department. Manage and respond to public data request in collaboration with the City Clerk's Office, ensuring that data provided is timely, accurate and complies with the Minnesota Government Data Practices Act. Contribute to problem identification, study design, and data collection methods, instruments and sources. Develop programs and practices related to workforce information management analytics and reporting which support City goals and the vision, mission and values of the HR Department. Provide expertise and leadership on City workforce data and analytical issues, coordinating and collaborating with HR and other City staff, participating on teams, and ensuring continuous cross-departmental communication. Identify data sources, ensure data accuracy and produce scheduled and on-demand reports to support workforce planning, interpret workforce data and identify workforce demographic trends and leading indicators, and provide performance updates on HR metrics. Provide specialized support for workforce analytic requests and manage daily activities with minimal supervision. Ensure reporting compliance with Federal and State laws, regulations, City ordinances, Civil Service Commission Rules and other standards. Conduct external research on workforce trends, wage comparison, industry benchmarking, and related labor market information relevant for reporting. Conduct analysis and analytics on data utilizing modeling tools and predictive analytics to enhance and improve decision-making. Create queries and prepare reports for various audiences and stakeholder groups. Ensure data is reported accurately, clearly, concisely, and is readily accessible. Develop reporting framework and formats for relevant data reporting, selecting the most effective means to display content; utilizing web tools, traditional and innovative methods. Develop dashboard reporting capabilities to track and publish enterprise workforce trends and risks. Participate on teams and provide expertise and leadership on City workforce data and analytical issues. Working Conditions Normal office environment Required Qualifications Minimum Education Bachelor's Degree in Human Resources, Data Analytics, Research Methods, Statistics, Computer Science, Business Administration or other highly relevant field of study, or equivalent combination of education and experience. Minimum Experience Three years of experience in workforce data analytics and statistics, research and analytics of best practices in a Human Resources environment, including experience with relational databases (e.g. PeopleSoft, Workday) and statistical, data hub and data visualization platforms (e.g. Tableau, Cognos, Workday Prism). Equivalency An equivalent combination of education and highly related experience in a similar environment may be considered. Preferred Qualifications Experience with PeopleSoft and/or Workday HRIS. Eligible List Statement The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established. Interview Selection The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position. Knowledge, Skills and Abilities Knowledge of a variety of HR functions including EEO compliance, workforce planning, talent acquisition life cycle, and human resources information systems. Considerable knowledge of data collection and analysis methodologies. Knowledge of business and management principles involved in strategic planning and human resource management, business planning methods and principles. Working knowledge of job classification systems and compensation plans. Strong technical skills in Microsoft products including Word, Excel, Power Point, and Access. In depth knowledge of ERP systems and relational databases. General knowledge of electronic data systems. Experience with PeopleSoft HRIS and Workday is strongly desired. Knowledge of database management system (DBMS) implementation, including tables, joins and SQL querying or other statistical, data hub and data visualization platforms such as Tableau, Cognos and Workday Prism. Strong skills in analytical thinking, compilation and evaluation of workforce metrics and advanced writing abilities. Demonstrated ability to combine data from multiple sources. Strong interpersonal and communication skills and the ability to influence decisions with data and through story telling. Demonstrated ability to accurately describe and define problem statements. Ability to quickly gain credibility and build collaborative relationships. Excellent analytical, technical, problem solving and creative skills.
