In addition to the Department of Emergency Management, there are five functional groups within University Health, Safety, and Risk Management; Biosafety and Occupational Health Department, Building Code Department, Enterprise Risk Management, Department of Radiation Safety, and Department of Environmental Health and Safety. The Campus Operations Specialist 1 - Emergency Management position has a working title of Employee Threat Assessment Manager and reports to the Emergency Preparedness and Response Manager of Emergency Management. The incumbent is a member of a team that provides central coordination for the employee threat analysis program and emergency management services to all University facilities state-wide. The Department of Emergency Management is a team of ten part-time and full time professional staff. POSITION RESPONSIBILITIES Threat Analysis Program Coordination (60%) * Lead the University of Minnesota Employee Threat Assessment program * Chair/ Manage ETAT Committee * Development and delivery of ETAT training for System Campuses and other University facilities. * Establish processes for identifying, reporting, and responding to potential threats in a timely and efficient manner. * Continuously assess and improve threat assessment protocols, incorporating best practices and current research. * Develop, implement, and maintain an Employee Threat Assessment Program in alignment with organizational policies and procedures. * Conduct intake appointments for employees that demonstrate concerning behaviors that may pose a threat to safety. * Evaluate the severity of potential threats by gathering intelligence, interviews, and information from relevant stakeholders. * Collaborate with legal, security, human resources, and other departments to assess risks and recommend actionable interventions. * Act as the liaison between ETAT and other academic and operating units. * Manage Threat Assessment software. * Coordinate action plan, referrals, and support including follow-up appointments as necessary Emergency Management Projects (15%): * Assist with organization and maintenance of facilities used by the Department of Emergency management including the designated EOC facilities. * Participate in department, college, and University events, meetings, projects, and initiatives. * Maintain appropriate training records for individuals involved in emergency management activities. * Maintain and update emergency plans for the University system. * Review plans and ensure compliance with University policies as well as state and federal requirements. Documentation, Policy, and Reporting (10%): * Write and edit ETAT related documents, guidelines, and policies to coincide with the relevant emergency management plans. * Remain current and participate in continuing education and training opportunities related to University policy and best practices. * Maintain accurate records and documentation of threat assessment cases. * Develop reports on program activities. Other Duties as Assigned (10%) * Up to 10% travel within the State of Minnesota to visit University System Campuses and facilities is a requirement of this position. * Participation in a rotating on-call response s stem that may be activated after regular work hours and on weekends or holidays is a requirement of this position. ENVIRONMENTAL AND PHYSICAL REQUIREMENTS * This position is primarily based in an office setting. * A hybrid work environment of up to 40% offsite is allowable. * Occasional field work may require extended walking, standing, and sitting in a wide variety of weather conditions. * Must be able to move 25-pound equipment 10 times per hour for up to 4 hours per day. * Must be able to move 50-pound equipment with assistance occasionally. INDEPENDENCE AND DECISION MAKING This position works under the general supervision of the Emergency Preparedness and Response Manager but is given latitude to make decisions about work and projects for which they are accountable. Decisions involve evaluating several established options, developing proposals for new options, and prioritizing projects within established timelines. Qualifications REQUIRED QUALIFICATIONS: * BA/BS in Emergency Management, Criminal Justice, Behavioral Psychology, Social Work or related fields with at least 2 years of experience or a combination of related education and work experience to equal 6 years. * Minimum of 5 years of experience in threat assessment, behavioral intervention, emergency management, or crisis management. * Certified in nationally recognized threat assessment program or the ability to complete within 1-year of hire. * Strong understanding of workplace violence prevention and threat assessment techniques. * Working knowledge of providing support to individuals in crisis, including Behavioral Intervention best practices * Excellent interpersonal, communication, and negotiation skills. * Ability to handle sensitive situations with discretion and confidentiality. * Demonstrated ability to work collaboratively across departments and with external partners. * Analytical mindset with the ability to assess complex situations and develop strategic interventions. * Proficient in Google Suite, Microsoft Office Suite and threat management software tools. PREFERRED QUALIFICATIONS: * Masters Degree related to emergency management, social work, behavioral psychology, or a related field * Experience working in a higher education environment; familiarity with University of Minnesota policies and procedures. * Threat Assessment or Violence Prevention Certification (e.g. Certified Threat Manager) * Able to function effectively in stressful situations with strong decision-making and problem-solving skills. * Certifications in Emergency Management, Risk Management, Project Management (e.g., HSEM Emergency Management Certificate, Certified Risk Manager) * Computer skills including spreadsheet development and maintenance using Excel and web database reporting. * Experience with software implementation. * Experience managing and prioritizing multiple tasks and work both independently and as part of a team.
