Responsibilities Provides direction, consultation, coaching, and support to facilitate problem solving and accomplishment of Natural Resources Division goals and programs. Creates strong mutual respect with, and between teams and employees. Maintains good working relationships and coordinates with others on goals, priorities, organizational needs, and achievements. Solves problems between and among teams by encouraging use of conflict resolution. Resolves conflicting human resource demands between teams and obtains necessary resources for teams to produce quality products in a timely manner. Devises and maintains record keeping systems to provide required information for production reporting, evaluation, etc. Responsible for administration of a variety of management programs such as safety, upward mobility, cost reduction, sick leave, EEO, drug and harassment free workplace, overtime usage, and employee engagement. Responsible for planning, budgeting, organizing, implementing and evaluating a broad array of complex resource programs requiring intensive multiple-use management and protection of a variety of resources. Prepares and makes policy recommendations and technical proposals and is responsible for the liaison and coordination with Federal, State, local government, and regional offices, Tribes, and citizen groups and business communities. Ensures proper management and utilization for real and personal property. Conducts a viable and open public relations program ranging from national media and national, regional and local special interest groups on many issues that draw national attention. Manages delegated Field Office responsibility for procurement functions in accordance with governing regulations and for maximum BLM benefit. Requirements Conditions of Employment Qualifications Specialized Experience: You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Supervision and/or leadership experience in a natural resource management agency; managing public lands for multiple use, to include land use planning, energy and minerals, renewable energy, oil and gas, realty, wildlife habitat, outdoor recreation, archeological and paleontological, soil, water, and air, and fire management; resolving complex and controversial land issues; experience operating natural resource management programs within budgetary limitations; and providing and performing personnel management principles and techniques, including supervision, evaluation, motivation, discipline, planning, and organization. Education may not be used to qualify for this job. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Physical Demands: The work is mostly sedentary but requires recurring trips into the field that may involve physical activity in irregular terrains and varied extreme climactic conditions to observe and understand resource conflicts on the ground. Field work involves walking, bending, and climbing on steep and rough terrain, and entering and exiting watercraft. On infrequent occasions, the incumbent may assist subject matter experts in setting up Wild Horse and Burro adoption events. Work Environment: Most work is performed in an office setting. Field site visits may involve exposure to adverse weather, i.e., rain, snow, cold, and/or heat. During these weather events, work is either postponed and/or Safety Risk Assessments are conducted to avoid and mitigate safety concerns. You will draft and/or approve Risk Assessments and adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
