Summary This position is located at the Clement J. The position has full authority and responsibility for the direction and operation of the Facility Access Staff in the Medical Information Systems Division of the Milwaukee VA Medical Center. This authority is delegated by the Deputy Program Manager, Benefits Management Section of the Medical Information Systems Division. Supervisory MSAs at this level plan and lead programs and take full supervisory responsibility for supervising at least one subordinate. This position is responsible to ensure timely clinical response to patients that potentially have an emergent or urgent care need and to serve as liaison between patients and the Medical Center staff. Perform specific tasks which enables the incumbent to help patients and others solve clinical, administrative and system problems in the least intrusive, most appropriate, cost effective, and efficient manner. The work affects the well-being and care of the patients, the reputation of the Medical Center, VISN 12 and VA at large. Assignments at this level include but are not limited to assign and evaluate the work of subordinate staff; resolving complex problems to ensure patient services are met. Evaluating new products, equipment, and system in order to make recommendations for improved operations. Ensuring necessary staffing is met, identifying educational or training needs; making final decisions on hiring selections. Evaluating performance, and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. Qualifications BASIC REQUIREMENTS CITIZENSHIP: Must be a United States Citizen. ENGLISH: Must be proficient in basic written and spoken English. EDUCATION/EXPERIENCE: Must possess six (6) months experience of clerical, office, customer service or administrative other work that indicates the ability to acquire the particular knowledge and skill necessary to perform the duties of the Medical Support Assistant. OR Must have successfully completed one (1) year above high school. This education must have been obtained in an accredited technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university. (TRANSCRIPTS REQUIRED) OR Equivalent combinations of experience and education are qualifying for entry level. (TRANSCRIPTS REQUIRED) IN ADDITION TO MEETING THE BASIC REQUIREMENTS LISTED ABOVE, YOU MUST MEET THE GRADE REQUIREMENTS AT THE GS-7 LEVEL TO QUALIFY FOR THIS POSITION. GS-7 LEVEL GRADE REQUIREMENTS: Must possess one (1) year of experience that is directly related to the duties of a MSA and that equips you with the particular knowledge, skills, and abilities to perform successfully the duties of this position? To be creditable, this experience must demonstrate the knowledge, skills, and abilities associated with GS-6 MSA responsibilities. Specialized experience includes: Providing specialized and expert administrative patient support while working collaboratively in an interdisciplinary coordinated care delivery model; use of a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or care in the community resources; recommending changes to existing clinic procedures based on current administrative guidelines; expertise in utilizing numerous advanced patient systems in support of multiple clinics; coordinates with the patient care team to review clinic appointment availability utilization to ensure that clinic schedules are closely monitored to effectively support the needs of the clinics; maintaining effective and efficient communication with the patient, interdisciplinary coordinated care delivery model teams and other agencies (e.g., assist with communications during the inpatient to outpatient discharge; Managing a system for follow-up care such as consults, tests, etc.; participating in team huddles and team meetings to manage, plan, problem solve, and follow-up with patient care; entering appropriate information into the electronic record; monitors pre-appointment information and/or requirements to assure readiness for patient visit/procedure; manages patient systems to verify and validate accuracy and resolve issues; experience may also include: assigning and evaluating the work of subordinate MSA staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems to make recommendations for improved clinic operations; identifying educational or training needs; making final decisions on hiring selections; evaluating performance, and taking disciplinary action when necessary. AND In addition, demonstration of the following KSAs: (1) Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancement. (2) Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations. (3) Ability to provide briefings, orientations, staff development, and training. (4) Ability to delegate authority, evaluate and oversee people and programs, accomplish program goals, and adapt to changing priorities. The full performance level of this vacancy is GS-07 Physical Requirements: The work is primarily sedentary. Physical demands do not exceed those of a typical office setting.
