School/College/Division Description
The High Intensity Drug Trafficking Area ( HIDTA ) program is a federally funded, multi-jurisdictional law enforcement support program whose mission is to apply enhanced intelligence processes and greater operational coordination and prosecution to reduce organized drug distribution, drug related violent crime and money laundering, and the demand for illegal drugs within the North Central HIDTA area of responsibility by dismantling/disrupting Drug Trafficking Organizations (DTOs) and reducing the demand for illicit drugs. The North Central HIDTA strives to halt the distribution of illegal drugs throughout the 15 HIDTA -designated counties in Wisconsin, Minnesota and beyond.
Job Summary
Under the direction of the North Central HIDTA Investigative Support Center ( ISC ) Managment, the incumbent is responsible for the collection, evaluation, development, and dissemination of a variety of criminal intelligence products. The incumbent’s job duties have a direct impact on the North Central HIDTA program, participating law enforcement agencies, and other law enforcement agencies at the local, state, tribal, and federal levels. NOTE : The preferred candidate will be required to pass an intensive federal security clearance and background check.
Duties and Responsibilities:
Apply the appropriate analytical intelligence research methods and techniques to identify, collect, analyze raw data and disseminate written findings for the purpose of substantiating alleged criminal activity or explain potential criminal threats. 30%
Use computerized analytical tools to create charts, graphs, timelines, link diagrams, surveys, and written reports for the purpose of demonstrating and memorializing analytical findings. 25%
Assist in the development of strategic intelligence products such as the threat assessment, annual report, and other HIDTA related program requirements. 25%
Participate in meetings with law enforcement and non-law enforcement officials to support operational, tactical, and strategic projects. 10%
Assist law enforcement officers in the identification and interpretation of collected notes, files, records, and other items to be analyzed and/or used for intelligence products. 2%
Develop curriculum and provide training to HIDTA and non- HIDTA partners in analytical services, methods, techniques. 3%
Lead and/or assist with job-related special projects as determined by North Central HIDTA management. 2%
Participate in professional development activities by attending job related training, conferences, and webinars to enhance job skills and expand overall knowledge. 3%
Minimum Qualifications
A four-year undergraduate college degree in criminal justice or related field from an accredited organization
Evidence of strong communications skills, both written and oral (as evidenced by application materials)
Evidence of coursework, training, or experience with intelligence gathering and/or creating analytical products
Background free of any felony criminal convictions
Must be able to pass a federal security clearance
Proficient computer software skills (such as but not limited to: Microsoft suite of products)
Preferred Qualifications
College coursework related to crime analysis and/or criminal justice-related intelligence research, analysis, and reporting
Working knowledge of communications analysis software, such as but not limited to PenLink or JSI products
Experience using other analytical software or databases including I2, Enforcer, the Internet/ OSINT , plotting and mapping programs
Experience in criminal investigative methodologies and techniques
Experience working with or in a law enforcement capacity
One or more years of intelligence research, analyzing, reporting, and dissemination experience
Extensive college coursework related to crime analysis and/or intelligence production, such as a minor, certificate, or major course of study in an undergraduate degree, or emphasis in a graduate degree
Target Salary Range $47,800-$78,000 (Final offer dependent upon qualifications and experience. A full package of benefits will be provided.)
