JOB REQUIREMENTS: Director of Housing Services and Related Services - DIREC001967 DESCRIPTION/RESPONSIBILITIES: Essential Duties and Responsibilities (Housing ): * Oversee the overall grant management for all Housing and Related services. * Oversee all of UMOS\' housing services, centers, and housing development technical assistance as well as the exploration of new or renovation of existing farm labor housing projects. * Identify funding sources for new housing project development in its service area. * Develop strategies that will optimize UMOS\' housing operations, including direct and indirect housing services, and educational services to farmworkers and underserved populations. * Will establish annual outreach plan/contact schedules for non-growing and growing seasons to ensure the program is reaching as many potentially eligible farmworkers as possible. * Update NFJP Housing policies and procedures, the application process, and any additional Forms/documents as needed to reflect any changes for future performance period(s). * Direct studies and prepares recommendations regarding program development and provides technical assistance to other housing services agencies. * Act as the agency\'s liaison with architects, engineers, contractors, lending agents, property owners, and others regarding program or project requirements. * Represents the organization with various public, regulatory, non-profit, business, and community groups and conducts community input processes such as project planning, neighborhood needs, and * Ensure adherence to Common Ground core principles and design standards at all design and construction phases, and as appropriate, facilitate community outreach and engagement through charettes for proposed single or multi-family housing. Essential Duties and Responsibilities ( Energy Assistance ): * Oversee the management and operation of UMOS\' WHEAP Program(s). * Serve as primary contact with WHEAP funding sources. * Ensure compliance with all counties, state and federal guidelines including the regulations of the Public Service Commission. * Develop, maintain, and implement written standard operating procedures for the operation of the WHEAP program and Crisis Services. * Routinely monitor internal processing of WHEAP applications to ensure accurate and timely data entry of applications. * In collaboration with UMOS Finance, monitor and evaluate program budget, expenditures, and other fiscal responsibilities routinely and at a minimum, on a monthly basis. * Monitor refunds and reissuance of checks with the State of Wisconsin. * Develop and administer fraud prevention policies and procedures. * Finalize and submit all required internal and external funding source reports on a monthly basis. * Negotiate and execute contracts with vendors to provide assistance to clients in all program service areas. * Develop and maintain relationships with community agencies, other service providers and state programs. Develop a network of alternative service providers for individuals who are not eligible for participation int eh WHEAP program. * Be available 24 hours a day to address emergency situations, or program and client needs. * Essential Duties and Responsibilities (Management of Staff): * Supervise program managers and supervisors in a manner consistent with the UMOS Personnel Policies Manual and Employee Handbook. * Provide staff training/staff development in all areas of program delivery. * Handle and address employee performance improvement and disciplinary actions. Advanced degree preferred. * At least ten years of administrative or property management experience in the planning, development, construction, acquisition, rehabilitation, and/or management of various housing development projects and/or programs. * One year experience in handling low-income housing tax credit, HUD, USDA Rural Development, and similar housing programs * Strong written and oral communication skills to accurately obtain, interpret and transcribe complex programs at all levels of the organization. * Strong computer skills and experience \"lease\" related software * Preferred professional accreditation includes registered architect, licensed general contractor, or licensed real estate professional. * Must possess and maintain a driver\'s license and satisfactory driving record with adequate automobile liability insurance. * Able to travel (in and out of state) and work irregular hours.
