Leads, manages, and directs the activities of all non-supervisory security positions (0080s) assigned to the 55th Wing/OL 000A Special Security Office (RAF Mildenhall, UK.). * Salary ranges includes local market supplements * Responsibilities - Implements and manages the Personnel and Industrial Security programs for the 55th Wing. Provides oversight regulatory guidance and assistance to SCI contract companies and DoD contractor personnel on all industrial security matters involving SCI. - Implements, manages and administers the Physical, TEMPEST and Cyber Security Programs for the 55th Wing. Provides program management and acts as the focal point for the Wing's physical security program. - Implements, manages and administers the Information Security Program for the 55th Wing. Implements DoD, HQ USAF, MAJCOM/FOA and NSA policies and develops local procedures for the classification and protection of classified national defense and other sensitive information originated or controlled by the organization's activities. - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. - Implements and manages the SCI Security Awareness, Training and Education Program for the 55th Wing. Trains newly appointed SSRs and SSAs on recurring proficiency training, to include initial, quarterly and annual SCI training requirements for all assigned personnel. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas; knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of information, industrial, personnel, and physical security concepts, principles, and practices to plan and implement security programs in these areas. 2. Knowledge of required security training concepts, programs, procedures, and practices to assist managers in establishing and operating internal security programs. 3. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the organization. 4. Ability to communicate orally and in writing, clearly, concisely and accurately. 5. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 6. Ability to manage a small staff and carry out all phases of personnel management responsibilities. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Department of Defense Security Fundamentals Professional Certification (SFPC), conferral IS required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
