Tuscarora Intermediate Unit 11 Health Manager & Nutrition Specialist in Mifflintown, Pennsylvania

Start/Pre-K Counts programs (center based classrooms) and for the delivery of nutrition services for the Head Start/Early Head Start/Pre-K Counts programs. The position is responsible for collaborating on the development and implementation of the program, tracking and record keeping, community relations and outreach. The position does not involve provision of direct services in the health area even if the individual is licensed as such (e.g. LPN/RN). This position provides content area training and technical supervision to other agency staff.

Fundamental Duties of Health Services 1. Provide input into the development of and monitoring of health services for the Head Start/Pre-K Counts programs. 2. Establish policies and procedures for the health portion of the program with parents and staff that support the effective implementation of health services. 3. Develops a list of local health and related resources and defines procedures for effective use of these resources. Work with the Home Base Health & Nutrition Specialist (Nurse), to establish working relationships with local providers through contractual agreements as appropriate. 4. Establish a system for providing health and nutrition education to families through workshops, parent meetings, handouts, etc. 5. Develops a system for maintenance of individual health records on children. Reviews, evaluates, and interprets health records, vital statistics and other data affecting health services. 6. Ensures that all health related documentation is entered into the program's child database. 7. Assist other management staff in developing a yearly system of training and health education for staff, to include CPR, First Aid, nutrition etc. 8. Responsible for the planning, convening and implementation of policies and/or procedures of the Health Advisory Committee meetings. 9. Establishes relationships and develops a thorough knowledge of health resources for families including Medicaid, the state CHIP Program, state health services and other community resources that assist families in establishing a medical home. 10. Assist the nurse (EHS) in establishing, monitoring contracts with health professionals to provide services to the Head Start/Early Head Start program in such areas as vision referrals, child health screenings/exams, dental services, nutrition services and others as necessary. Contracts may include consultants and/or volunteer services. 11. Maintains up-to-date knowledge of the Head Start Program Performance Standards including specific knowledge and oversight of compliance of the Health Program Services- Subpart D. 12. Oversees the screening, re-screening and follow-up for all health services. 13. Works in coordination with the Home Base Health & Nutrition Specialist (Nurse) and the education and health services staff to conduct and complete vision and hearing screenings for all enrolled children. 14. Participates in staffing of children and is responsible for overseeing all health recommendations and follow-up as necessary. 15. Utilizes a variety of strategies with families to support follow-up on any health concerns or needs. 16. Serves as a health and nutrition resource specialist to Teachers, Home Visitors and Family Service Workers. 17. Attends any training, workshops and meetings deemed necessary by the supervisor. 18. Works closely with staff in the assessment process and follow up to assure that the special needs of each child with disabilities are met. 19. Understands, generates and documents in-kind and other allowable costs applied toward the non-federal share requirement. 20. Provides resource information to staff and families on an as-needed basis. Assists in providing current health information for the Resource book. 21. Order health equipm nt and supplies as required for program needs (ie: fluoride, gloves, band-aids, etc.). 22. Maintain first-aid kits for all sites and staff in the home base program. 23. Responsible for understanding regulations associated with prevention of occupational disease and injury including the exercise of universal precautions and the prevention of contamination. 24. Provides or arranges training for parents on health and nutrition topics. 25. Successfully completes and maintains basic First Aid and CPR certifications as required by the program. 26. Perform other duties as assigned.

CACFP Reporting and Reimbursement 1. Ensures that all required USDA/CACFP paperwork is completed and submitted. 2. Coordinates with WIC, local food banks, etc. Works with the person in charge of fiscal operations to complete the CACFP food sponsorship application in cooperation with the IU Business Office. 3. Attends the CACFP sponsor training and stays up-to-date on regulations and menu and food service requirements. 4. Checks menus for CACFP for complete and appropriate and accurate documentation. 5. Audits all documentation for consistency. 6. Performs other duties as assigned to ensure the successful operations of the program. '

Nutrition Services 1. Takes lead in development of the nutrition services, administers, monitors and revises policies and procedures as necessary. 2. Periodically, participates in each classroom mealtime or at each socialization group to monitor food acceptance, portions and appeal. Provides feedback to Cooks and classroom staff as needed. 3. Checks menus for CACFP for complete and appropriate and accurate documentation. 4. Responsible to work with Cooks for maintaining an inventory of kitchen supplies and equipment which is checked on a regular basis 5. Monitors food preparation services, ensures that menus are reviewed by Registered Dietitian and ensures that all required USDA/CACFP paperwork is completed and submitted. Works with the other management staff to complete the CACFP food sponsorship application and to prepare the monthly CACFP tracking forms. 6. Arranges for monitoring of food service to ensure program quality and in accordance with CACFP requirements. 7. Provides or arranges training to classroom staff on topics such as family-style meal service and nutrition curriculum. Works with classroom staff to support nutrition education curriculum. Supports home visiting staff with nutrition activities that families can use in their homes. 8. Provides orientation, training and supervision of cooks and makes sure that inventory control and food preparation are in compliance with local, state and federal standards within budgetary allowances. 9. Provides input into job standards, sets goals, monitors and provides ongoing feedback for performance improvement, and submits input for kitchen staff performance appraisals in a timely manner. 10. Performs other duties as assigned to ensure the successful operations of the program.

Supervision and Training 1. Oversees and directs the work of Cooks within each center. 2. Sets the job standards, set goals, monitors, provides ongoing feedback for performance appraisals in a timely manner. Provides input into updates and revises job descriptions as needed. 3. Provides or arranges for training and technical assistance to staff and parents based upon pertinent issues/interests expressed within the area of nutrition and cooking. 4. Monitors individual performance of Cooks and provides appropriate levels of support to staff.
