Summary THIS IS A TITLE 5 EXCEPTED SERVICE POSITION DUTY LOCATION: Human Resources Office (HRO), Middletown, CT AREA(S) OF CONSIDERATION: Area I: All On Board Federal Employees (T5), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area II: All On Board Federal Dual-Status Military Technicians (T32), Tenure 0,1,2,3 within the CTNG with U.S. citizenship. Area III: All current and former members of the Connecticut National Guard with U.S. citizenship. Responsibilities This is a Temporary position that may convert to indefinite or permanent without further competition. This National Guard position is for a HR SPEC (RECRUITMENT & PLACEMENT/COMPENSATION) (MILITARY) (Title 5), Position Description Number T5042P01 and is part of the CT HRO ARNG, National Guard. JOB SUMMARY: The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions. Work is performed for either Army (ARNG) or Air National Guard (ANG) full-time employees within the State. The major duties include, but are not limited to: Determines candidate eligibility and performs qualification analysis of eligible applicants. Reviews and verifies information on requests to fill actions to ensure accuracy and applicability and research applicable regulatory guidance and recommends effective and alternative recruiting actions. Initiates recruitment action and processes through established Request for Personnel Action (RPA) channels. Processes a wide range of human resources transactions related to the Defense Enrollment Eligibility Reporting System (DEERS) and the Real-Time Automated Personnel Identification System (RAPIDS); these duties require a technical understanding and knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations, which involve analyzing the interrelationships and impact that various personnel actions, in different functional areas, may have on TS, T32, AGR, M-Day and retired military personnel and their families. Protects the privacy and confidentiality of data on the RAPIDS terminal; verifies the identity of card recipients before entering applicant data in RAPIDS; completes annual RAPIDS certification training; views and scans legal documents prior to entry into DEERS or issuing ID cards; enters DoD sponsor and family member information; suspends or grants an individual's commissary, exchange, or MWR privileges as necessary; uses RAPIDS workstation to issue CACs and request certificates, and loads them onto the CAC prior to issuing. Updates CACs as necessary to reflect changes in personnel category; generates DD Form 1172, Application for Uniformed Services Identification Card/DoD Common Access Card and DEERS Enrollment. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess the required length of specialized experience in the following: GS-07 REQUIRES 12 MONTHS: Experience in personnel programs gained as a volunteer, in a classroom, or as a trainee. Experience demonstrating a basic knowledge competency of human resources business elements and can discuss terminology, concepts, merit principles, and issues related to this competency. Experience in using reference and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experience performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experience in operating a computer, utilizing multiple computer programs, and performing keyboard functions. IN ADDITION TO THE ABOVE REQUIREMENTS, GS-07 REQUIRES 3 MONTHS: Experience, education, or training which provided a basic working knowledge of personnel programs. GS-09 REQUIRES 12 MONTHS: Experience at the GS-07 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Experience in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Experience demonstrating a knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Experience demonstrating a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experience in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experience in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Experience in discussing the equal opportunity and sexual assault prevention and response programs. Experience in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Experience in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Experience in applying program policies, directives, publications, and training manuals. Experience in allocating manpower resource budgets or execution procedures. Experience in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques. KNOWLEDGE, SKILLS AND ABILITIES: Skill in collecting and analyzing data effectively, efficiently, and accurately. Ability to clearly enunciate English without impediment of speech that would interfere or prohibit efficient communication. Ability to write English in reports and presentation formats. Ability to communicate clearly and effectively. Skill in presenting formal training presentations and briefings. Ability to assess body language and perceive emotional and/or distress levels. Skill in applying procedures and directives by reading and interpreting program material. Ability to process a wide range of human resources transactions related to the Defense Enrollment Eligibility Reporting System (DEERS) and the Real-Time Automated Personnel Identification System (RAPIDS). Knowledge of numerous human resources guidelines, directives, procedures, policies, and precedent situations, which involve analyzing the interrelationships and impact that various personnel actions, in different functional areas, may have on TS, T32, AGR, M-Day and retired military personnel and their families. Ability to perform all roles of the Verifying Official (VO) including managing users, security, cardstock, and consumables. Ability to issue credentials in the form of ID cards that allow access to government facilities, information systems, and privileges throughout the world. Ability to protect the privacy and confidentiality of data on the RAPIDS terminal. Ability to manage all schedules for appointments; following up with professional customer service. Ability to train, coach, and correct the work of other Verifying Officials. Education No substitution of education for specialized experience. FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
