The Surgery department has an exciting opportunity for a full time Sr. Manager, Sponsored Programs position. The incumbent directs and oversees all administrative and financial aspects of the Sponsored Programs division at the assigned facilities. The Sr. Manager operates with the goals of increasing sponsored funding levels and the output of funding proposal, as well as maximizing the use and efficacy of existing research funding dollars. Further, the incumbent develops and implements policies and methods that further these goals.

CORE JOB FUNCTIONS

  • Participates in the development of grants applications and proposals.

  • Develops and provides reports or documentation needed to secure and maintain funding and grants.

  • Trains, mentors, and supervises sponsored programs staff members, and prepares performance reports.

  • Ensures that quarterly effort certification reports and effort grant reporting are accurately and timely submitted to Research Administration.

  • Assists investigators and research staff in certifying the sponsored effort correctly on a quarterly basis.

  • Prepares and distributes reports demonstrating grant spending including run rates and unexpended/unencumbered amounts assuring that investigators are appropriately using extramural funding before startup funding.

  • Negotiates contractual provisions with potential partners.

  • Ensures that grants and contracts adhere to organizational standards.

  • Acts as department expert and primary point of contact on funding issues and disputes.

  • Establishes and continuously assesses the effectiveness of the internal controls within the unit and compliance with University policies and procedures.

  • Ensures employees are trained on controls within the function and on University policy and procedures.

  • As needed, oversees special projects for the wide variety of program support and analytical duties in support of research

  • Participates on various university research councils, committees and/or research organizations Other duties as assigned

CORE QUALIFICATIONS

  • Bachelor’s degree in relevant field

  • Minimum 7 years of relevant experience

Department Specific Functions

  • Proposal Development

  • Ensure compliance with institutional and sponsor-specific policies.

  • Assist with the development of the administrative components of a proposal, including budget, budget justification, memos

  • Proposal Submission

  • Coordinate the routing and submission process with the Pre-Award Office.

  • Serve as the primary liaison between PIs and the Pre-Award Office, ensure timeliness of submission, and communicate internal and external deadlines.

  • Award Notification

  • Facilitate the communication of award terms and conditions, status of award review (if applicable), and other relevant updates to PIs.

  • Review awarded budget modifications, Just-in-Time (JIT) requests, etc.

  • Award Set Up

  • Support the award set up process in the financial system.

  • Review the established award in the financial system for accuracy and submit requests to the Pre- and Post-Award Offices, as needed.

  • Subcontract Initiation

  • Identify the need for a subcontract.

  • Submit requests to the Pre- and Post-Award Offices for project changes, prior approvals, etc.

  • Award Modifications

  • Submit requests for award extensions, revisions, etc. to the Pre- and Post-Award Offices.

  • Serve as the primary liaison between PIs and the Pre- and Post-Award Offices to ensure timeliness of submission for all relevant documentation and communicate deadlines.

  • Cost Share

  • Advice PIs and the Post-Award Office of cost share commitments.

  • Monitor and track all cost share commitments through the life of the award.

  • Award Balance Monitoring

  • Generate and review monthly financial reports of all sponsored activities with PIs.

  • Monitor award budgets to expenses and advise PIs accordingly.

  • Award Closeout

  • Notify PIs of outstanding residuals and/or deficits and coordinate the closeout process with the Post-Award Office.

  • Ensure all appropriate expenditures and cost transfers are posted before internal closeout deadlines.
