This is a highly responsible position that will oversee the management of both programs HIV/AIDS Surveillance and Perinatal HIV Prevention. This position will also oversee the HIV/AIDS surveillance and epidemiology activities. This position will have the responsibilities for performing data analysis using HIV/AIDS, STD diseases using HIV/STD surveillance data, HIV Counseling and Testing data, and any other applicable data system by collecting, analyzing and interpreting information/data on HIV, and preparing innovative HIV/AIDS epidemiological statistical reports, summarization’s, tabular and graphic presentations for the preparation of grants, quality assurance, technical assistance visits. This position will follow Health Insurance Portability and Accountability Act and information security regulations to ensure confidentiality and privacy of the client health information. Responsible for the supervision of staff Including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. Incumbent will establish good rapport with staff and clients and provide positive customer service. Incumbent is expected to adhere to established Health Department policies and procedures.
Supervises direct reports including motivating, training, providing guidance and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews and discipline action if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training.
Oversees and manages the entire operations of the HIV/AIDS Surveillance program. Provides leadership and consultation to all hospitals and HIV Private Providers as requested.
Oversees and manages the entire Perinatal HIV Prevention Program. Provides leadership and consultation to all OBGYN (Obstetricians and Gynecologists), birth centers, and hospitals. Ensures the Perinatal HIV Prevention program work closely with the PRIM clinic and the State HIV Medical Director to avoid babies to be born without HIV.
Ensures both HIV Surveillance and HIV Perinatal teams work in collaboration with the HIV/STD Program for better management and follow up on HIV/AIDS cases.
Develops and performs statistical analyses by SAS and geographic information system (GIS) regarding HIV/AIDS, STD diseases using HIV/STD surveillance data, HIV Counseling and Testing data, and any other applicable data system by collecting, analyzing and interpreting information/data on HIV and prepares/distributes report of findings to the HIV/STD Program and the community at large, including interpretation, projection of trends and appropriate recommendations and/or conclusions.
Collects and reports to the HIV Program Coordinator process and outcome data that are consistent with the strategies and activities associated with the Prevention grant. Participates in data collection activities associated with the Interim Progress Report and the Annual Progress Report that are due to the Centers for Disease Control (CDC) in a yearly basis. Provides assistance to STD/HIV program in the analysis of data as needed.
Compiles, analyzes, and prepares innovative HIV/AIDS epidemiological statistical reports, summarization’s, tabular and graphic presentations for the preparation of grants, quality assurance, technical assistance visits.
Links HIV test data with surveillance and care data to perform statistical analyses by demographic and geographic characteristics timely. Researches, prepares and distributes information, evaluates client’s continuum of care for people living with HIV/AIDS (PLWH) receiving care.
Monitors and evaluates changes in trends of the HIV epidemic in Miami-Dade County and provides technical assistance to County staff and the community in regard to better understanding the data produced.
Write reports and assist in the writing of grants applications for the STD/HIV Program. Plans, designs, organizes, and conducts educational programs for stakeholders who convey specialized knowledge and skill to increase awareness of the HIV epidemic that affects our community.
Provides the following Epidemiological and Administrative surveillance reports: Monthly HIV/AIDS Surveillance report for Miami-Dade County, Quarterly HIV/AIDS Surveillance report for Monroe County, Monthly Morbidity and Communicable Disease reports, NIR Analysis, Analysis of the Information Requested, Business Results, Geographic Distribution of HIV/AIDS reported cases, Geographic Distribution of People living with HIV/AIDS, prepares HIV/AIDS Fact Sheets for different populations, Assistance in additional HIV/STD related activities and duties as assigned.
Acts as liaison with the Office of Marketing and Publication to update the HIV/AIDS Services page in the MDCHD Website. Participation activities including Test Miami/Take Control and other national events such as World AIDS Day, National HIV Testing Day, National Latino HIV/AIDS Awareness Day and National Black HIV/AIDS Awareness Day, National Women and Girls HIV/AIDS Awareness Day. Member of the Men Initiating Action and Mobilization for Impactful Change Group.
Assists in the analysis of patient care, quality management, and other cross-cutting improvement activities both locally and with the State Health Office.
Participates in surveillance activities including syndromic surveillance and Epi surveillance. Supports HIV/STD-related epidemiological studies of specific problems or problem-areas to determine the source of the problem and provide appropriate recommendations.
Prepares reports and provides support in the implementation of various projects including investigations and scientific papers.
Performs other related duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of office procedures and practices and the ability to understand and apply applicable rules, regulations, policies and procedures.
Knowledge of the terminology, principles and techniques used in biological and epidemiological research, analysis or testing.
Knowledge of communicable diseases.
Knowledge of epidemiologic design methods.
Ability to use computer programs, spreadsheets and statistical analysis (SAS), (Statistical Analytical Software, Geographical Information System (GIS), Epi Info).
Ability to compile, evaluate and analyze epidemiologic data.
Ability to work independently.
Skills in communicating medical information to the public.
Ability to act as a source of reference and provide information relating to infection control and disease control.
Knowledge of current practices in all aspects of infections control principles.
Ability to plan and direct technically complex epidemiologic investigation.
Ability to prepare health education material at appropriate reading levels;
Ability to prepare and conduct training to programs other related duties incidental to the work described herein.
Ability to plan, organize and coordinate the assessment of health-related needs and problems in the community.
Knowledge of HIPAA and client confidentiality requirements.
Qualifications:
