Your Specific Responsibilities:
This is advanced administrative secretarial position which serves as a resource to the program as a whole and is directly supervised by COUNTY HEALTH DEPT FINANCIAL ADMIN-HLTH for Miami-Dade County Health Department. This is independent work assisting management in the coordination of administrative tasks and/or assignments which are complex in nature and broad in objective with integration of diverse functions. Work involves the performance of administrative activities which involve independently planning administrative objectives and priorities.
Serves as the Human Resource Liaison for the Office of Financial Management to process all staffing requisitions and maintaining employees’ timesheet as timekeeper in People First for the Business Operations. Provide training and technical assistance to the managers, supervisors, and employees. Responsible for the processing advertisements for vacant positions for various programs. Submit and route the approval of the staffing requisitions prepared in People First, Talent Management. Coordinate background and drug screening processed. Responsible for routing of Classification Action Request forms for reclassification actions and fiscal code changes for approval. Responsible for multi liaison responsibilities for systems such as TRAIN Florida, HMS-EARS, People First and FDENS.
Coordinate quarterly audits as follows:
Unannounced Change Fund Audit to sites financial clerks as required by IOP-56-14-16.
SAT-Self Assessment Tool Review to Vital Records offices in Miami-Dade County.
Incentive Gift Cards Audit to FDOH in Miami-Dade County programs as require by (Internal Control and Review Policy).
Monitors and coordinates with Central Pharmacy related issues related PFS (Pharmaceutical Forms Systems) and help clinical programs (FP, STD, TB, and Pharmaceutical Warehouse) with PFS (Pharmaceutical Forms Systems) technical support.
Assist the Financial Administrator, Budget Analyst and Finance Supervisor as required. Coordinates Financial Administrator’s and Assistant Director’s Outlook calendar for appointments, meetings, and correspondences. Prepare meetings, conferences and conference calls as directed. Responsible for processing travel authorizations and making arrangement for all travel requests. Answer all incoming calls and direct calls as needed.
Responsible for purchasing of supplies for the Office of Financial Management, which includes Finance, Business Operation. Special purchase requisition required for the Agency for various programs as requested by management through the My Florida Marketplace System. Responsible for receiving of product and services in MFMP. Reconciling and approving invoices for payment in MFMP.
Performs other related duties as assigned.
Required Knowledge, Skills, and Abilities:
Knowledge of business and management principles involved in strategic planning, resource allocation, human.
resources modeling, leadership technique, production methods, and coordination of people and resources.
Ability to perform administrative assignments.
Ability to analyze and process financial reports.
Knowledge of the structure and content of the English language including the meaning and spelling of words,
rules of composition, and grammar.
The ability to speak clearly communicate with others. Demonstrate team building skills, bookkeeping skills,
decision making skills along with analytical and problem-solving skills.
Proficient in word, excel and power point. Demonstrate time management skills. Ability to collect, evaluate and
analyze data relating to administrative functions such as accounting, personnel, purchasing or report writing.
Knowledge and experience of core programs and support programs
Knowledge of administrative procedures and practices evaluate data, ability to work independently, organizational skills and excellent communication.
Qualifications:
Minimum –
Customer service experience, experience performing administrative/clerical duties, knowledge in human resources.
Preferred-
Incumbent in this position is preferred to be bilingual in English/Spanish.
