Performs transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level follow standard practices that do not require frequent supervision of details.Essential Duties:Acts in an advisory capacity on administrative, technical, regulatory and engineering aspects of transportation.Assists in developing and/or monitoring budgets.Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.Performs complex planning work such as plan review, calculations and assisting in transportation planning studies.Analyzes and assists in the resolution of contract problems and disputes.Assists project managers to establish realistic and achievable schedule baselines.Assists with design, computer operations and plan preparation.Coordinates and/or monitors assigned projects/programs/plans.Coordinates maintenance matters with Area Engineers.Coordinates phases of preliminary design and revisions in PSE with districts, divisions, Administration, the FHWA, contractors, fabricators, Corps of Engineers and local entities.Develops and/or reviews engineering related documents, correspondence, reports and remediation plans.Develops and/or reviews environmental documents and prepares remediation plans.Develops standards in conjunction with TxDOT divisions and districts and the Federal Highway Administration and ensures compliance with National Bridge Inspection Standards.Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.Interprets maintenance standards, rules, methods, procedures, practices and policies.Interprets manuals and required guidelines for traffic operations.Makes presentations and represents TxDOT.May serve as a lead worker and the related tasks.Performs and/or coordinates the review and processing of Plans, Specifications Estimates (PSE) submission, special specifications or special provisions.Performs data collection, analyses, forecasts and plan development.Performs pavement designs and makes recommendations.Recommends bridge replacement, bridge rehabilitation and repair of damaged bridges.Reviews designs and detailed drawings of bridges and related structures prepared by other engineers and technicians.Reviews, processes and certifies project design plans developed by consulting engineers.Uses department's enterprise Critical Path Method (CPM) schedule and resource management tool to accomplish scheduling and resource management of transportation projects.Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for transportation projects.Writes/reviews proposals and estimates for letting.Performs other job responsibilities as assigned.
