Responsibilities

Serve as an Exercise Coordinator for nuclear and/or non-nuclear facilities/activities on the Nevada National Security Site (NNSS), North Las Vegas Facility (NLVF) and other Outlying locations for a DOE Order 151.1D-compliant Emergency Management Program.

Key Responsibilities

  • Exercise Planning and development.

  • Develop programmatic hazards and specifically assessed hazard-based scenarios.

  • Interface with DOE/NNSA Nevada Field Office (NFO) Emergency Management Program Manager, individual Facility Managers and NFO Facility Representatives involving any and related activities and documentation in keeping with facility and site preparedness programs.

  • Exercise coordination with internal and external stakeholders to ensure alignment with exercise objectives and goals.

  • Facilitate planning meetings to design and develop exercise scenarios.

  • Prepare and maintain exercise documentation, including the Exercise Plan (ExPlan), Master Scenario Events List (MSEL), Exercise Injects, and After-Action Report (AAR).

  • Provide training and briefings to exercise participants, including players, controllers, evaluators, and support staff on their roles and responsibilities.

  • Oversee the execution of exercises, ensuring all activities are conducted safely, in accordance with the ExPlan and exercise objectives.

  • Facilitate post-exercise debriefings and hot washes to capture participant feedback, analyze exercise performance and identify strengths, areas for improvement, and corrective actions.

  • Must be willing to travel.

  • Understand and apply the principles associated with the Mission Support & Test Services, LLC (MSTS) safety concepts.

  • Perform other duties assigned by Management.

Qualifications

  • Bachelor’s degree in related field or equivalent training and experience and at least 8 years of relevant experience.

  • Bachelor’s degree in Business Continuity or Emergency Management is preferred.

  • Must have good technical writing (including strong proofing/editing ability with skills to develop and analyze information for studies and reports) and oral communications skills and be comfortable communicating with all levels of MSTS, NNSA/NFO management, and off-site agencies.

  • Experience using Microsoft Office (Word, Excel, and PowerPoint) is required.

  • Must possess interpersonal communication skills to effectively work with on-site/off-site agencies and organizations in a professional manner.

  • Must possess the ability to work under minimal supervision and be a self-starter.

  • Must be able to multi-task with numerous interruptions and changing priorities.

  • The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada). Work at remote locations such as but not limited to the Losee Road facility in North Las Vegas, Nevada is required in support of these functions.

  • Work schedule for this position will be 4/10's Monday–Thursday (subject to change).

  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

  • Must possess a valid driver’s license.

    MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

    Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 (http://www.ecfr.gov/cgi-bin/text-idx?SID=14b1c770db022992d237769fbe9fc519&mc=true&node=se10.4.707_14&rgn=div8) , “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required.     Annual salary range for this position is:$97,448.00 - $148,616.00.

    Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
