Position Overview:
SLAC National Accelerator Laboratory is seeking a Senior Construction Management Manager who leads a team of Construction Managers to deliver world-class design and construction of infrastructure projects in support of world-changing scientific research. In this role, the Senior Construction Management Manager will be responsible for supervising and leading a team of infrastructure construction managers to oversee all construction subcontractors working onsite at SLAC on Major projects over $30M. The Senior Construction Management Manager also assigns (via hard or soft matrix) infrastructure construction managers to support major projects ($30M-$1,000M). The Senior Construction Management Manager will also have to act as a Construction Manager at times for Major and Minor projects during times of peak workload or absences. All SLAC infrastructure projects are executed to support or improve scientific research capabilities, and include new construction or complex renovation of utilities, offices, administrative spaces, scientific laboratories, cleanrooms, and campus-wide supporting infrastructure
This position will liaise with a broad range of client groups and stakeholders, including ES&H groups (Construction Safety, Environmental, SLAC¿s Building Inspection Office, Security, Radiation Protection), SLAC Contract Assurance, quality assurance, contracting, project managers, facilities engineers, and technicians, building and area managers, scientists and physicists, management and operations, and other project stakeholders. The Senior Construction Management Manager may be asked to present construction safety and quality data, project information, and site-wide construction management strategies to various stakeholders, including the DOE in Project Status Peer Reviews, SLAC Laboratory Management, and the prospective user community.
The Senior Construction Management Manager will recommend construction planning strategies for major projects to support the DOE Laboratory science mission and should be well-versed in working with stakeholders in the scientific community. The candidate must be a leader in construction safety, and effectively manage internal team and subcontractor compliance with contract documents, Cal/OSHA, SLAC¿s rigorous work planning and control procedures, SLAC policies, and the SLAC ES&H manual. The candidate must be a leader in enforcing and fostering a safe work environment of the team members and sub-contractors. A commitment to enhancing safety by design in constructability reviews is also paramount.
The Senior Construction Management Manager will leverage effective team leadership, communication, and influence to achieve results in a highly collaborative environment with transparency and integrity and effectively communicate with all levels of project stakeholders, from trades working on a project to senior laboratory management and DOE stakeholders.
This position is an employee of Stanford University, providing support to the Department of Energy (DOE) contract at SLAC National Accelerator Laboratory. This position requires the highest personal and professional commitment to delivering safe, quality construction project performance. This position reports to Associate Director of Design and Construction Services within the Facilities and Operations (F&O) Division.
Note: SLAC is a U.S. Department of Energy (DOE) laboratory operated by Stanford University and based in Menlo Park; CA.
Your specific responsibilities include:
Lead and manage a construction management group, including recruiting, hiring, training, developing, evaluating, and setting priorities. Provide instruction on complex techniques and direction on projects. Evaluate the effectiveness of the organizational structure and programs to ensure success, development of employees, and appropriate use of staff resources.
Perform day-to-day management of a construction management group. Provide technical and managerial guidance to subordinates. Forecast workload requirements, coordinate with project managers requesting construction management services, and assign work based on risk and complexity to ensure successful project execution. When necessary, ensure sufficient staffing and coordination is conducted for safe execution of off-hour or weekend work.
Ensure safe, quality work completion within schedule, budgetary and design constraints; make decisions about analysis, design, and testing; review subcontractor compliance and performance, and recommend corrective actions; and provide alternative methods for achieving goals when necessary.
Create and execute business and technical plans and revise as appropriate to meet changing needs and requirements. Evaluate and assess metrics and program effectiveness; assess and proactively monitor trends, recommend, and implement continuous improvement initiatives.
Make independent decisions regarding projects, programs, and initiatives within confines established by management.
Develop and manage budgets for the work group.
Oversee and/or assist in preparation and submission of documentation, such as proposals, progress reports, or other contractual requirements.
Complete strategic planning for own work group; may assist higher level management in broader scope strategic planning.
Work collaboratively with colleagues to leverage the university/school's resources for successful project completion.
Review, edit, and maintain standard procedures for construction management as well as general requirements for construction contracts (Division 1).
Facilitate discussions, partnering, and negotiations to drive recommended consensus.
Lead and advocate to monitor and maintain safety, quality, and other key performance indicators for construction. Facilitate weekly cross-functional construction team meetings to review construction status, safety and quality performance, and upcoming high consequence activities. Assist or lead inquiries to understand causal factors for construction safety and quality performance issues. Recommend and implement change to support a continuous improvement organization and culture.
Typically manages and leads construction managers who are performing duties at this level:
Perform and oversee all phases of field inspections and quality assurance for capital projects.
Develop and implement internal controls and provide recommendations for process improvements. Oversee and conduct review of job safety analyses, as required.
Provide daily construction reports and maintain up-to-date files of all construction documents.
Lead and/or participate in project review meetings to keep Project Manager apprised of project progress, status, safety, quality, and schedule.
Identify and evaluate potential new observed hazards and implement controls as project's scope of work changes; ensure work is authorized and released in accordance with approved guidelines and processes prior to commencing work activity.
Monitor the work of subcontractors. Document and report all contractor deficiencies to Project Manager.
Other duties may also be assigned.
To be successful in this position you will bring:
A minimum of 5 years of experience in construction management, and 5 years of experience as a manager/supervisor.
Bachelor's degree in construction management, engineering (especially civil, mechanical, or electrical), architecture, or a related field and five years of progressively responsible, relevant project management experience performing duties similar to those listed above or combination of education and relevant experience.

Advanced working knowledge of Microsoft Office, MS Teams, and SharePoint products
Expert knowledge of testing, special inspection, permitting, Request for Information (RFI), submittals, change orders, quality assurance, and scheduling policies and procedures associated with construction contracts.
Mastery of construction scheduling processes. Working knowledge of Primavera P6, MS Project, and collaborative project-management software. Pull-planning or Last Planner® System schedule management experience.
Experience with multiple construction delivery methods, including Design-Build, Design-Bid-Build, CMAR, and multi-prime contracting
Master¿s degree in construction management, engineering, architecture, project management, or related field.

The expected pay range for this position is $201,965 - $241,420 per annum. SLAC National Accelerator Laboratory/Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position.
