U.S. Army Corps of Engineers First Assistant Engineer Towboat (DR) in Memphis, Tennessee

Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the U. S. Army Corps of Engineers, Memphis District, Operations Division, Navigation Branch, Motor Vessel Grugett, Memphis, TN 38103. Duty location is Ensley Engineer Yard. Responsibilities Maintains continuous operating efficiency to prevent damage to machinery. Makes regular and periodic inspections by visual and auditory means of all machinery to determine the operating condition and the need for maintenance and repairs. Controls the operation of heating, refrigeration, and plumbing systems by manipulating necessary winches, throttles, and switches. Checks and controls the quantity of fuel, oil, and water furnished for proper operation of the vessel machinery. Checks and controls the operation of heating, refrigeration, plumbing, waste disposal/treatment, and water supply systems noting any unusual or abnormal conditions and determines the causes and remedial action necessary. Checks all water systems to ensure proper chlorination in drinking water and proper chemicals for sedimentation and other purposes. Participates in major repairs and maintenance of the vessel Discusses feasibility of repairs and methods and procedures to be followed by crews on watch. Operates forklifts on uneven conditions to unload vehicles and move materials in outside storage yards. Operates cranes up to 20-ton capacity, which requires hand, eye and foot coordination. Requirements Conditions of Employment Qualifications Work Schedule: This position requires frequent mandatory overtime and weekend work, and occasional shift work. During towing season, the work schedule is 12 hour shifts. During lay-up the work schedule is 40 hours a week. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. XH-10 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) First Assistant Engineer, Towboat (DR) without more than normal supervision. Standing a regular watch and is responsible for the engine room work activities during that shift; diagnose problems and malfunctions; and participate in the repair, replacement, and modification of such machinery, engines, and systems.- Failure to meet this Screen Out Element will result in an ineligible rating. NOTE: This position is dual-rated to the position of Chief Engineer Towboat, XH-4742-14. If qualified and possesses appropriate U.S. Coast guard License / Certification, incumbent may be assigned to perform the duties of this position during the absence of the Chief Engineer in a dual-rated capacity. If required to serve as Chief Engineer, must possess a Chief Engineer's license. XH-9 Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) First Assistant Engineer, Towboat without more than normal supervision. Standing a regular watch and is responsible for the engine room work activities during that shift and diagnose problems and malfunctions. - Failure to meet this Screen Out Element will result in an ineligible rating. PHYSICAL EFFORT: Work is performed inside and outside, subjecting employee to varying climatic conditions, abnormal noises, temperature, danger of burns, irritation from grease and oils, bruises, strains, danger from attending moving machinery, falling overboard, electrical shock, falls on slippery decks or steep stairways, possible drowning, and crankcase explosion. A life jacket is worn at all times while on deck. WORKING CONDITIONS: Incumbent performs work from ladders, scaffolding, and platforms and where the parts, equipment, or systems are in hard-to-reach places. Work requires the incumbent to stand, stoop, bend, kneel, climb, and work in a tiring and uncomfortable position. Frequently lifts, carries, and sets up parts and equipment that weigh up to 40 pounds. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year probationary period may be required. Direct Deposit of Pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees. Incumbent is required to sign a DA Form 7412, "Condition of Employment for Certain Civilian Positions Identified Safety-Sensitive Under The Department of Transportation, Federal Highway Administration Rules on Drug and Alcohol Testing" or a Memorandum of Understanding. Mandatory overtime may be required. Works varying shifts may be required.
