Northrop Grumman has an opening for a Level 3 Principal Proposal Analyst or a Level 4 Sr Principal Proposal Analyst to join our team of diverse, qualified individuals! This position will be located in on site in Melbourne, FL.
The selected candidate will become part of the AS sector Pricing and Estimating Group, working closely with Global Supply Chain, Program Management Office, Business Management, Production, and various cross-functional proposal teammates.
This role will be a key member of proposal teams; leading/supporting proposal activities of diverse and inclusive teams with high levels of engagement and collaboration with other team members.
Responsibilities include, but are not limited to the following:
Comprehensive review of all elements of cost including direct labor, material, Other Direct Cost and indirect costs to ensure compliance with FAR, DFARS, and Northrop Grumman procedures.
Demonstrating a broad skill set that is balanced across interpersonal, business, and proposal-based capabilities; a commitment to ethics and integrity; and the capability to innovate in a challenging and dynamic environment.
Develops, plans and schedules proposals.
Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
Coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments.
Researches and analyzes historical data, develops cost models to support proposal efforts.
Coordinates activities and participates in fact-finding meetings.
Participates in should-cost and pricing reviews with management and customer representatives.
Participates as a member of the contract negotiating team.
This requisition may be filled as either a level 3 Principal Proposal Analyst or a level 4 Sr Principal Proposal Analyst.
Basic Qualifications for a Principal Proposal Analyst:
Bachelor's degree with 6 years of pricing/estimating, finance, contracts, proposals and/or business-related experience, OR a Master's Degree with 4 years of pricing/estimating, finance, contracts, proposals and/or business-related experience
Must have the ability to obtain and maintain a DoD Secret Clearance, prior to the commencement of employment.
Must have the ability to obtain and maintain the Special Access Program (SAP) clearance prior to the commencement of employment.
Proficiency with MS Office Suite, specifically Excel and Word
Basic Qualifications for a Sr Principal Proposal Analyst:
Bachelor's degree with 10 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience, OR a Master's degree with 8 years of pricing/estimating, finance, contracts, proposals, and/or business-related experience
Must have the ability to obtain and maintain a DoD Secret Clearance, prior to the commencement of employment.
Must have the ability to obtain and maintain the Special Access Program (SAP) clearance prior to the commencement of employment.
Proficiency with MS Office Suite, specifically Excel and Word

Preferred Qualifications:
Knowledge of the government regulations FAR and DFARS; especially TINA/TCOPD
Experience in professional communications with USG officials in programs, DCAA and DCMA
Working knowledge of CAS, Disclosure Statements, Estimating Systems, Audit and FPRP rate development
Experienced with USG RFP/BAA/IFB/RFQs
Experience working within complex, high volume, high value proposals of varying contract types [FFP, FPIF, CPAF, CPIF, etc.]
Active DoD Secret clearance or higher, with a background investigation completed within the last 6 years or currently enrolled into Continuous Evaluation
Active Program Clearance.
Experience working with Basis of Estimate (BOE) and analyzing BOE quality.
Experience with Excel Pivot Tables, VBA coding and Macros.
Experience with parametric modeling (such as SEER-SIM, PRICE True Planning, etc.).
Proficient in using Pro-Pricer.
Experience conducting cost analysis and risk modeling.
Excellent oral and written communication skills.
Ability to effectively manage competing priorities and deadlines.
Ability to handle multiple tasks in a fast-paced environment.
Excellent problem solving and organizational skills.
Salary Range: $76,600 - $115,000
Salary Range 2: $95,000 - $142,400
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
