Senior Functional Analyst/Tester – NAVSUP OIS

Overview/ Job Responsibilities

GDIT is looking for a Senior Functional Analyst / Tester for the Naval Supply Systems Command (NAVSUP) Ordnance Information System (OIS) to provide technical expertise on a mission-critical program whose purpose is to develop, modernize, enhance, operate, and maintain services for OIS mission critical systems. This mission-critical role works with NAVSUP OIS Customer Fleet Support Center (CFSC), OIS Retail Partial Connectivity (RPC) and Alteration Install Team (AIT), as well as the Customer Support Center (CSC) to support OIS end users across the fleet.

This position is onsite at either the OIS Yorktown, VA or OIS Mechanicsburg, PA facility

Primary Responsibilities:

The Senior Functional Analyst's primary responsibilities include:

  • Providing testing and research support for the OIS Retail Partial Connect (RPC) test and sync issues.

  • Advising / training other team members on OIS Retail applications regarding how they function and are connected.

  • Ensuring when applications are changed throughout Retail for both Primary and Partial, that transactions process through Partial and up to Primary and are reported out.

  • Providing functional authority and functional knowledge expertise for OIS Retail (Partial Connect and Primary) and other assigned applications and performing assigned tasks for assigned applications.

  • Obtaining requirements from customers/users.

  • Developing documentation based upon Agile Scrum best practices and current organizational policies.

  • Providing pre-implementation training resources to customers/users.

  • Supporting OIS Production Outages.

  • Creating and updating work items in the designated tools.

  • Preparing release packages for approval.

  • Analyzing system requirements, converting functional design to detailed logic for coding into computer language for the assigned software systems, to include but not limited to, the OIS Modules and Components.

  • Reviewing each module as well as the system as a whole for design validity. This includes, but is not limited to, validation of record input, data elements and output reports.

  • Perform required testing based upon Acceptance Criteria and Definition of Done, assuring software and systems quality and functionality.

  • Working with site personnel to resolve problems concerning the use of the OIS hardware, software, and applications (including application support, corrective actions, access, and procedural support), engaging other functional teams as required to provide solution of problems.

  • Providing support in OIS application analysis, design, and testing and coordinating with OIS teams on ordnance directive updates to determine impacts, if any.

Minimum Qualifications:

  • Must have DOD Secret level clearance to start; U.S. Citizen required only for Federal Clearance Requirement

  • Certification Requirement: Directive 8570.1/8140 - IAT II: Security+

  • BA/BS or equivalent experience and 6+ years of prior relevant experience or Masters with 4+ years or prior relevant experience.

  • Previous OIS experience required – must have strong knowledge of OIS applications to include familiarity with:

  • OIS Retail/Wholesale

  • Notice of Ammunition Classifications (NARs)

  • NAVSUP P-724

  • Demonstrated ability to communicate orally and in writing and a positive customer service attitude.

  • Troubleshooting -- Determining causes of operating errors and identifying solutions to fix the errors.

  • Must be a self-starter, strong leader, and have the ability to work independently with little supervision.

Preferred Qualifications:

  • U.S. Navy, Gunners Mate Chief (GMC) experience highly preferred

  • U.S. Navy Aviation Ordnancemen Chief (AOC) experience highly preferred

  • Attended and graduated the Navy Retail Ordnance Logistics Management System (ROLMS) or Ordnance Information System (OIS) course of instruction.

  • Ammunition accounting experience using OIS Retail highly preferred

  • Navy Combat Systems experience highly preferred

  • Familiarity with Scaled Agile Framework (SAFe) or Agile/Scrum development process

The likely salary range for this position is $72,250 - $97,750. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
