Department Summary:

MITRE’s Veterans Affairs (VA) Health Systems & Transformation Division (P850) is seeking a Department Manager to join our leadership team located at MITRE in McLean, VA. The VA Health Systems & Transformation Division is seeking to advance the VA to the next level of modernization in healthcare, focusing on key competencies: Enterprise Modernization & Transformation, Accessible & Sustainable Services, Whole Health, Veteran Experience, and Discover & Apply Innovation. We partner with government and industry in achieving data-driven solutions and evolving healthcare research and best practices. We are focused on developing solutions that meet and exceed mission requirements by using innovation, operational healthcare experience, and emerging technologies & processes.

The VA Health Systems & Transformation Division, a part of the Center for Enterprise Modernization (CEM) FFRDC, develops concepts, tools, prototypes, metrics, data analytics and architectures, and advises the VA Central Office (VACO), Veterans Health Administration (VHA) and Veterans Benefits Administration (VBA) of the VA on policy implementation, regulation, oversight, enterprise strategy, and operational best practices. The Division partners with other elements of CEM, MITRE’s Innovation Centers, other MITRE FFRDCs, and with industry and Academia to provide innovative end-to-end approaches to pressing healthcare (technical and operational) problems.

The Department Manager works in partnership with the Division Managing Director, the Division Chief Engineer, Division Portfolio Leads, other Division leadership to ensure execution of a high-impact, high-quality work program. The Department Manager accomplishes this by growing our work program by identifying, developing, and effectively realizing opportunities for MITRE to solve public administration and public policy challenges in Federal governmentwide and mission-specific VA administrations and programs. The Department Manager drives innovation through thought leadership, integrating information into knowledge, and significant technical contributions, in addition to growing our talent and workforce to deliver high quality products to our Federal agency partners.

Collaborating with the CEM’s Chief Medical Advisor, Portfolio Leaders, Chief Engineers, and Group Leaders, the Department Managers responsibilities also include supporting the selection and mentoring of project and task leaders, defining and executing technical quality assurance processes, defining strategic hiring needs, and ensuring the delivery of high-quality technical work products that enable the accomplishment of appropriate sponsor strategic and project level outcomes.

The Department Manager will also be accountable for advancing VA’s Central Office -- Office of Enterprise Integration (OEI) organization to the next level of modernization maturity through effective and strategic leadership of significant portions of the VA’s FY2022-2028 Strategic Goal 3 (VA builds and maintains trust with Stakeholders through proven stewardship, transparency and accountability) & Stewardship Goal 4 (VA ensures governance, systems, data and management best practices improve experiences, satisfaction, accountability and security). The portions include Electronic Health Record (EHR) Modernization, Supply Chain Modernization, and Financial Management System Modernization. The Department Manager will be responsible for work program shaping, definition, VA executive and management relationship building, financial oversight and management, and defining/executing on the contractual requirements in this business area. The Department Manager will be responsible for cultivating relationships with other VA organizations and Department of Defense (DoD) organizations such as Defense Health Agency (DHA) and the Federal Electronic Health Record Modernization (FEHRM) to create efficiencies to better the health outcomes for our Nation’s Veterans.

The Department Manager is accountable to Managing Director for: the successful planning, development and execution of a suite of VA strategic outcomes and associated work program; successful delivery of high technical quality work to VA administrations; growth of a portion of the division’s impact with new or existing VA sponsors to solve pervasive VA and healthcare policy and administration challenges; and successful growth and development of the department talent and workforce.

Roles & Responsibilities:

Essential Job Functions:

  • Strategize with VA’s Portfolio Leads, Chief Engineers and Project Leads regarding the most challenging problems and mission needs, and shape them into critical work programs and impactful outcomes

  • Create, review and approve changes to technical proposals, and their related cost proposal staff plans and pricing

  • Review and resolve VA Technical Acquisition Center (TAC) Program/Project issues (i.e. complaints and product rating issues)

  • Monitor project financial performance on a biweekly and/or monthly basis

  • Resolve sponsor conflicts regarding ongoing work program, handle complaints or concerns that PLs cannot resolve in partnership with outcome leads

  • Serve as a core member of the Division management team, providing thought leadership to devise and implement division and department strategies, furthering sponsor outcomes, rapidly assisting in the solving of delivery and quality issues.

  • Oversee and develop technical products such as research papers, briefing papers, and recommendations for VA program implementation and direct complex research, planning and policy development projects.

  • Work closely with VA senior government officials to provide policy and regulatory advice in support of VA’s modernization, implementation and evaluation activities.

  • Assist managing division strategy development & execution, and oversee the quality of deliverables for relevant tasks and projects.

  • Continue to grow P850's delivery footprint.

  • Promote a culture of excellence, teamwork, staff development, continued learning, innovation, evaluation, and benchmarking to ensure continuous improvement within the department and on all aspects of the department's work program.

  • Participate as an active member of the P850 VA Health Systems & Transformation Division Management team, influencing division level decision making and activities.

  • Identify opportunities to implement System of Systems (SoS) / Agile Systems Engineering best practices within VA.

• Leads a department or function that has significant impact for sponsors, partners, and/or MITRE enterprise

• Department or function provides multiple services or complex products/ solutions

• Has multiple direct reports or leads a function

Basic Qualifications:

Candidate must be willing to operate effectively at high levels within MITRE sponsors and potential sponsoring organizations, recognizing and following through on opportunities in new areas and/or with new MITRE sponsors. Must have current working knowledge of Veterans Affairs top priorities and challenges.

  • Typically requires a minimum of 12 years of related experience with an advanced degree (master’s or higher)

  • Bachelor’s degree; or 10 years and a Master’s degree; or a PhD with 7 years’ experience; or equivalent combination of related education and work experience

  • Demonstrated experience leading outcomes and/or large, complex projects.

  • Strong business acumen with ability to define new work opportunities.

  • Substantial technical background with experience evaluation maturity of innovation areas for application to the work program.

  • Excellent communication skills with all levels of sponsors and internal management and staff.

  • Demonstrated ability to work across organizations and integrate efforts to achieve more impactful projects.

  • Successful engagement, relationship building, and collaboration record in a shared leadership model.

  • Applied expertise in electronic information exchange between health data systems and other information systems

  • Expertise/and or an understanding of relevant technology areas (e.g., systems engineering, business architecture, data and metrics, organizational health, EHR, ERP, etc.)

  • Familiarity with, application of, and mentoring

  • This position requires a minimum of 4 days a week on-site

Preferred Qualifications:

  • Advanced degree (Masters or higher) in clinical or health informatics, or a related field

  • Creating and leveraging resources through collaborative public and private partnerships to advance public health goals

  • Working with the Federal Government in a consulting or advisory role

  • Convening and leading stakeholder groups

  • Clinical experience

  • Knowledge of clinical quality measures and clinical decision support systems

  • Knowledge of relevant health vocabularies or thesauri

  • Relevant peer-reviewed publications, whitepapers, or conference presentations/posters

  • Exposure to clinical quality measures

  • The successful candidate will have a master's or doctoral degree in Clinical or Health Informatics, or a related field (MPH, MS, PhD, DrPH, DPN, MD)
