Department Summary:

The Internal Revenue Service (IRS) Information Technology (IT) Transformation Department (P822) is responsible for enabling the achievement of IRS Inflation Reduction Act (IRA) Strategic Operating Plan (SOP) objectives, initiatives and projects. As a Lead Cybersecurity Project Leader, you will support relevant projects that allow the IRS to defend against cyber-attacks, improve cybersecurity capabilities, and transform cybersecurity operations. A s required, the Lead Cybersecurity Project Leader may also serve as a Deputy Project Leader or Task Leader for large, complex and ambiguous IT projects under the direction of a Principal Project Leader.

Roles and Responsibilities:

  • Develop technical proposals in response to sponsor Statement of Objectives (SOO).

  • Shape project scope with IRS sponsor, including maintenance of a project work plan and associated project deliverables.

  • Identify, recruit and manage project resources, including maintenance of a staffing plan using MITRE tools.

  • Manage project budget and costs through MITRE tools.

  • Develop and manage project schedules, including work breakdown structures.

  • Identify and manage project dependencies and risks

  • Manage deliverables quality assurance activities

  • Manage project knowledge management activities.

  • Manage stakeholder/sponsor expectations.

  • Manage project communications.

  • Develop project reports.

  • As required, serve as Project Leader for other projects outside of cybersecurity, as directed by the P822 Department Manager or P820 Managing Director.

Basic Qualifications:

  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

  • Knowledge of defensive cyber operations.

  • Demonstrated leadership, including the ability to engage with senior leaders and clearly articulate project status and rapidly resolve project issues and challenges.

  • Demonstrated experience with project management processes, capabilities, and associated tools.

  • Demonstrated ability to exercise speed, adaptability, and collaboration in the execution of project activities.

  • This position requires a minimum of 50% hybrid on-site

Preferred Qualifications:

  • Certified Information Security Specialist Professional (CISSP)certification.

  • Project Management Professional (PMP) certification.

  • Familiarity with US government cybersecurity policies, regulations, and executive orders.
