Summary The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives. Responsibilities Major Duties and Responsibilities (MDR) NCTC's Office of Information Technology Services seeks a supervisor to lead the Technology Group personnel overseeing the work of data scientists and IT project managers to improve the collaborative IT workflow of NCTC and external partners within the Intelligence Community. Lead a team of professional staff and assess performance, collaborate and oversee goal setting, and provide feedback on personal development. Oversee the work of team members; monitor work activities to ensure counterintelligence and security policies and procedures are followed; provide help or assistance to team members or others when needed; communicate needs and requirements to project team members. Manage and assess the status of assigned projects on a continuous basis, to include resource management and contractor support. Develop and sustain partnerships with both internal and external working groups throughout the Center. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Required Qualifications Extensive experience in providing leadership, oversight, and guidance to the effective management of complex projects; in managing and mitigating risks, assessing customer requirements, identifying dependencies, and developing responsive project plans; in estimating costs and other resources using quantitative analysis to project requirements. At least two years of program or project management-related experience within the last five years, which demonstrates proficiency in each of the following competencies: Attention to Detail, Customer Service, Oral Communication, and Problem Solving Demonstrated ability to communicate, both verbally and in writing, complex information in a clear, concise manner that is targeted to and meets the needs of diverse audiences with different perspectives and objectives. Demonstrated ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions and positions. PM level 1 and COTR level 1 certifications or the ability to obtain them within 12 months. Education Bachelor's Degree. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
