Summary This PUBLIC AFFAIRS SPECIALIST position, is located in the Public Affairs Function of a State Air National Guard (ANG) Wing, under direct supervision of the Wing Command and is part of the CA 163 ATKW. Responsibilities THIS IS A T32 EXCEPTED SERVICE INDEFINITE POSITION Selectee may be non-competitively converted to permanent status if/when funding becomes available or position becomes unencumbered. The primary purpose of the PUBLIC AFFAIRS SPECIALIST, GS-1035-11, is to carry-out a wide range of public affairs assignments that include elements of visual information, social media, media operations, community engagement, command information, communication planning, contingency/crisis response, environmental, security, policy review, and public affairs resource management in support of the mission and the commander's priorities. The position modifies standard methods, evaluates the effectiveness of information, and adapts approaches in developing new informational materials aimed at enhancing the understanding of recipients. May make additional selections within 90 days of eligible(s) issuance. Requirements Conditions of Employment CALIFORNIA NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in the California National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Military technicians must be assigned to a military position in the same unit which they are employed or, in a unit that is supported by the employing activity. Military technicians must hold the military grade specified for the position. Priority Areas(s) of Consideration: Priority consideration is first given to the areas below. AREA I= Current California National Guard employees who are serving on a Permanent/Indefinite/Temporary appointment. AREA II= Current California National Guard members. AREA III= Current military members of the Air Force/Army National Guard, Air Force/Army Reserve or Air Force/Army Active Duty. (Applicants who are currently in other Air/Army branches and NOT currently a member of the California National Guard (CNG) must become a member of a compatible unit of assignment within the Air Force CNG commensurate with the military grade listed in this announcement prior to federal assignment). Military Grades: E-4 through E-7 Recruitment/Relocation Recruitment/Relocation Incentive IS NOT authorized. PCS Relocation Costs IS NOT authorized based on determination that Permanent Change of Station (PCS) move is not in the Government best interest. Must maintain appropriate level of security clearance. Must wear appropriate military uniform including required grooming standards. Must maintain a compatible military unit, grade and job assignment as required by current directives. Participation in direct deposit is mandatory. Selectee is required to complete SE1-260 requirements within six months of employment. Selectee must complete the DoD Public Affairs Qualification Course within two years of employment; or, for on-board personnel, complete the course within two years from the appointment date to this position description. Qualifications General Experience: Possess experience, education, or training in administrative, professional, investigative and/or technical work; Experience evaluating information and/or utilizing analytical skills to disseminate effective communication; Experience using computers and automation systems. PUBLIC AFFAIRS SPECIALIST, GS-1035-11: Must have at least one year of specialized experience, equivalent to at least the GS-11 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by: Experience, education, or training involving a thorough knowledge of writing and communication principles, methods and techniques that relate to public affairs of the military; Experience developing new information materials including news releases, fact sheets, brochures, booklets, broadcast spots, etc., that increase communication with the agency's audiences; Experience making on-the-spot presentations to audiences with opposing points of view or erroneous understanding of agency positions; Experience responding timely and appropriately to requests for information concerning agency programs and services.
