Summary:

The RAN Design & Optimization Engineer (RANDOE) will directly contribute to the quality & readiness of NJ TRANSIT’s mission-critical public safety land mobile radio and microwave network to support NJ TRANSIT and selected outside agency operations under all contingency conditions. The RANDOE will be responsible for the design and optimization of the radio access network.

Roles and Responsibilities:

  • Proactively works to maintain a high-quality radio network by a variety of methods that are represented by the roles and responsibilities listed below.

  • Collecting various raw counters / events, processing of this data into KPIs, and analyzing to determine trends with a goal of maintaining a high-quality TETRA and Microwave radio network.

  • Publishing monthly KPI dashboard report for Sr. management review

  • Performing RF Propagation studies to improve current network with an outcome that may include changes to existing radio sites and/or the addition of one or more supplementary radio sites.

  • Support efforts to improve and optimize the microwave radio network.

  • Taking advantage of existing KPI reports and various test tools to identify interference sources to our TETRA radio network and develop solutions to reduce the impact of interference on the quality of the radio network.

  • Executing drive tests to assess problem reports, KPI trends, and parameter changes resulting from optimization efforts.

  • Engaging external agencies, along with any processes they may have, to support any field investigations, site adjustments / additions into spaces where NJT is a tenant.

  • Developing new TETRA base stations, DASs, or a BDAs, by producing designs and / or scopes of work / requirements for the engagement of external vendors / contractors.

  • Engaging NJT support resources for the addition of growth sites to include NJT Real Estate, internal design organization, support organizations, and contract specialists.

  • Providing design proposals for infrastructure upgrades and to ensure technical compatibility with existing and future networks.

  • Maintaining and expanding knowledge of RF and network technologies used by NJT and external organizations that may have an application and positive value for NJT.

  • Maintaining administrative and technical processes that support the management and maintenance of high-quality radio access networks.

  • Staying abreast of various technologies that support NJT efforts to deliver critical communications systems upgrades/enhancements.

  • Updating the rest of the team of potential opportunities to improve the delivery of critical communications systems upgrades/enhancements.

  • Provides design and technical oversight for implementation of new, advanced, digital land mobile radio technologies.

Education, Experience and Qualifications:

  • Bachelors degree in Electrical/Electronic Engineering, Computer Science, or related area and six (6) years of progressive experience in the design, implementation, and maintenance of complex land-mobile radio communications and microwave systems used for public safety applications.

  • In lieu of degree, 10 years of progressive experience in the design, implementation, and maintenance of complex land-mobile radio communications and microwave systems used for public safety applications.

  • Experience in Distributed Antenna Systems, Interference identification and mitigation, optimization of the radio network, the use of drive test equipment and its interpretation, the use of radio test equipment and its interpretation, and interpretation of KPIs.

Knowledge and Skills:

  • Demonstrated design and operations expertise in one or more of the following trunked digital land mobile radio technologies: DMR, P25, TETRA, NXDN, and licensed and unlicensed point-to-point digital microwave systems design to include MPLS networks.

  • Expertise in conventional and trunked public safety land-mobile communications systems for dispatch applications and radio systems engineering principles and practices.

  • Intermediate to advanced level mastery of MS Office applications and demonstrated project management experience.

  • Public speaking, writing, and presentation skills a must.

  • Working knowledge of FCC rules (Parts 22, 90, 101) and typical building/zoning codes.

  • Ability to work independently and as a team member, cultivating and nurturing internal and external relationships with professionals at various management levels.

  • Experience in using radio propagation tools, spectrum & vector analyzer tools, drive test equipment, tools for manipulating data for statistical purposes, and excel spreadsheets for data analysis.

Certificates, Licenses, Registrations Working Environment:

Preferred but not required: FCC Amateur Radio Operator License; FCC General Radiotelephone Operator License; FEMA ICS 100, 200, 700, 800; DHS OEC COM-L and/or COM-T - Office (60%) and field (40%)

Physical Demands Other Conditions

  • Must be able to access non-ADA facilities.

  • Must be able to access and move around construction sites, unaided.

  • Must be able to lift and carry up to 25 lbs. of equipment, unaided • Must be able to legally operate company vehicles.

  • Must be comfortable accessing remote radio communications towers, often on dirt roads
