This position serves as the technical lead for the Resource Management and Assistance Division and the Agency for engineering related to solid waste: material types (mixed-municipal, industrial, construction, and demolition) and facility types (landfills, resource recovery, processing, and transfer). The position serves as the staff mentor on current and emerging waste management strategies and processes; lead developer of standard operating procedures for solid waste permitting; and performs engineering technical review and permit writer on the largest and most complex solid waste facilities. The position is the primary technical witness at administrative and legal proceedings; is responsible for the research and development of engineered remedial actions and the coordination of complex site corrective actions using financial assurance funds. This position also performs engineering oversight of junior and unregistered engineering staff’s engineering work products.

Minimum Qualifications

Bachelor's degree in Engineering with a Professional Engineer license AND three years of environmental engineering experience at the Senior Engineer, Senior Engineer Specialist or Graduate Engineer 2 level (experience must include at least one year at the Senior Engineer level).

Basic computer skills to include proficiency in Microsoft Word and familiarity with Excel and PowerPoint.

Possess a valid Driver's license (see additional requirements).

Preferred Qualifications

Degree in Civil or Environmental Engineering.

Experience with engineering principals, design and technologies associated with solid waste facilities.

Familiarity developing regulatory policies, rules, and goals.

Familiarity with state and federal solid waste rules and regulations.

Experience with federal, state, or other regulatory environmental permitting processes and procedures.

Effective communication and human relations skills sufficient to build and maintain constructive relationships with external and internal parties.

Strong project management skills and the ability to bring projects to a successful conclusion.

Capable of gaining competency in environmental regulatory processes and procedures.

Accomplished technical writing skills.

Strong leadership skills.

Physical Requirements

Walking is required when conducting site inspections at all solid waste facilities, and specifically on uneven terrain and uphill when conducting site inspections at landfills.

Additional Requirements

A driver’s license is an essential function of this position. This requires possession of an unrestricted Class D Driver’s License. The job offer is contingent on confirmation of a valid driver’s license AND a satisfactory DLR check.

Requires a Class D driver´s License: a single unit vehicle with a gross vehicle weight of less than 26,000 pounds. This is a basic driver’s license. Operators may also tow vehicles/trailers as long as the gross combination weight does not exceed 26,000 pounds.
