Eastern Connecticut Health Network Education Coordinator in Manchester, Connecticut
POSITION SUMMARY:
This position reports to the Director of Adolescent Education. Responsible for planning, revising and implementing education curricula; establishing school, class and teaching schedules; providing direct supervision to educational staff members; maintaining appropriate disciplinary standards; scheduling and conducting intakes; attending and participating in Planning and Placement Team Meetings and Clinical Treatment Team Meetings. Ensures that the educational program meets all mandated state Department of Education requirements and is consistent with the vision and goals of Behavioral Health. EDUCATION/CERTIFICATION:
This position requires a minimum of a Masters degree.
Special Education Certification (#65) is required, CT Intermediate Administrator, Supervisor Certificate #92 preferred.
Cardio-Pulmonary Resuscitation certification is preferred, but not required.
Knowledge of State of CT educational laws including IDEA is required.
EXPERIENCE:
Must have prior experience in the Behavioral Health/Special Education field working in an administrative capacity with special needs adolescents.
Must be knowledgeable and understand learning disorders and the impact for delivery of education.
Must have knowledge and understanding of growth and development issues specific to ages twelve to twenty-one. Able to demonstrate competency in developmental issues.
Familiarity with DCF abuse and neglect reporting mandates, duty-to-warn mandates and knowledge of community-based resources is preferred.
Experience/ability with students with emotional and behavioral problems.
COMPETENCIES:
Computer competency with basic knowledge of Microsoft Word, Outlook, and Access is essential.
Familiarity with data collection, analysis, and ability to graph outcome measures.
Must be flexible in approach to meet departmental and overall system needs.
Must have a demonstrated strength in team orientation along with strong leadership and interpersonal skills.
Strong written and verbal communication using the English language is essential.
Must be able to function effectively and, at times, independently, in a work environment where multitasking is necessary.
Maintains composure during a crisis and assists with thoughtful planned interventions.
Assists with reporting disciplinary actions to the State of CT Department of Education, caregivers, families, and students.
Must have access to reliable transportation to travel to and from Planning and Placement Team meetings and to community meetings, when travel is required in order to perform essential duties.
Ability to work with school refusal and anxious students in-home and on site.
Tutoring in core subject areas as needed
Functions as a substitute teacher when needed.
Assists Director of Education with job requisitions, interviewing, and hiring. Completes annual performance management/competencies for Teacher Assistants and Mental Health Counselors.
Responsible for managing the Cooperative Work Experience program. Expands opportunities for students to learn transition and employability skills.

Job-Specific Competency
Provides timely and effective supervision of teacher assistant and mental health counselor staff, documenting timely feedback for positive and negative behaviors, areas needing improvement and, when necessary, works with the Director of Education using the algorithm of progressive corrective action including performance improvement plans..
Works collaboratively with the Director of Education and the Coordinator of Child Adolescent Outpatient Services to ensure that delivery of services is high quality, student focused, accessible, cost effective, and compliant with accreditation standards and regulatory standards. Responsive to feedback from students, families, and districts.
Provides administrative leadership by promoting the highest level of student education and function, as evidenced by feedback from team members, supervisor observation and community feedback.
Demonstrates administrative leadership skills by consistent review of student records to ensure documentation standards are met (Individualized Educational Plan goals/objectives, quarterly updates of progress, etc.), as evidenced by record reviews, regulatory reviews and supervisor observation.
Identifies problems, trends and gaps in education and works with the Director of Education to initiate corrections/change, as evidenced by Supervisor observations and regulatory reviews.
Supports service growth and development of the Clinical Day School in concert with the goals of Behavioral Health and the ECHN vision.
Proactively identifies student needs, suggesting appropriate program changes based on clinical trends and market forces and assists with implementation, as evidenced by supervisor observations.
Provides a presence representing ECHN Behavioral Health by actively contributing to and participating in other community organizations, as evidenced by Supervisor’s observations/feedback.
Identifies and develops professional development programs based on staff needs/survey results and state/federal recommended areas of enhancement, as evidenced by educational programs, attendance lists and supervisor observation.
Ensures completion of class and school schedules in a timely manner, anticipating problem areas and proactively making adjustments to ensure compliance with state mandates, as evidenced by supervisor observations.
Completes all documentation in a timely manner, including but not limited to, required annual state reports, as evidenced by Supervisor’s observations and an absence of delinquent reports.
Ensures therapeutic and educational competency of all staff, generating and monitoring competency records, as evidenced by scores on competencies, student educational outcomes, and feedback from customers and supervisor observation.
Oversees scheduling of staff to ensure safe, adequate and cost effective staffing and communicates budget variances in labor distribution to Director, as evidenced by variance and labor distribution reports, an absence of safety related incidents and student/caregiver feedback.
Timely communicates to Director all pertinent information involving student complaints, DCF reports and incidents involving the education and treatment of students/caregivers that is less than the standard of high quality expected in the Service or defined by the Core Values of ECHN, as evidenced by supervisor observations.
