The primary purpose of this position is: To serve as the Deputy Chief, J38 located at United States Central Command (USCENTCOM), sharing with the Division Chief the full scope of responsibilities for managing the activities of the division. Represents the Division Chief officially, and when acting for the Division Chief, possesses the same authority and prerogatives. Responsibilities Plans, organizes, and oversees the current and future activities of the HQ USCENTCOM, Operations Directorate, Integrated Air and Missile Defense (IAMD) and Counter-Unmanned Aircraft System (C-UAS) J38 Division. Exercises supervisory personnel management responsibilities. Develops, analyzes, and evaluates detailed plans, goals, and objectives for Headquarters, United States Central Command Theater Air and Missile Defense plans. Participates in discussions, meetings, committees or special projects and presents briefings and prepares recommendations and reports. Requirements Conditions of Employment Qualifications Conditions of Employment Continued: Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5 investigation. A nondisclosure agreement must be signed. This position is Emergency-Essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343). SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 or (higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sector). Examples of my specialized experience include Comprehensive knowledge of DoD and HQ USCENTCOM headquarters organization, vision, strategy, authorities, and missions, to effectively integrate IAMD and C-UAS activities to achieve organizational and National level objectives; Expert knowledge of a wide range of qualitative and/or quantitative IAMD and C-UAS activities for the assessment and improvement of command level operations and plans for conducting major operations to include but not limited to combat operations, exercises, special operations, or similar missile defense related operations; Experience with military intelligence and the broader U.S. Intelligence Community to understand and assist subordinate staff with coordination and integration with the Joint Staff, OSD, across Geographic Combatant Commands and Subordinate Commands. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of DoD and HQ USCENTCOM headquarters organization, vision, strategy, authorities, and missions, to effectively integrate IAMD and C-UAS activities to achieve organizational and National level objectives. Expert knowledge of a wide range of qualitative and/or quantitative IAMD and C-UAS activities for the assessment and improvement of command level operations and plans for conducting major operations to include but not limited to combat operations, exercises, special operations, or similar missile defense related operations. Experience with military intelligence and the broader U.S. Intelligence Community to understand and assist subordinate staff with coordination and integration with the Joint Staff, OSD, across Geographic Combatant Commands and Subordinate Commands. Expert ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Advanced knowledge of program management principles, qualitative and/or quantitative methods, tools, concepts methodologies, to recognize and analyze facts and problems, conduct research, draw reasonable conclusions, summarize results, identify changes and trends and make appropriate recommendations to make improvements or solve problems. Ability to plan, organize, and direct the functions and mentor, motivate, and evaluate the staff of an organization through subordinate supervisors within USCENTCOM HQ and its Components; Ability to communicate effectively both orally and in writing, with technical accuracy; discuss and negotiate complex issues; and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
