Summary The primary purpose of this position is to serve as Deputy Chief, Plans Division, Strategy, Plans and Policy Directorate. Responsibilities Works with the Division Chief in planning, organizing, and overseeing the activities of the Plans Division. Participates with the Division Chief in the exercise of supervisory personnel management responsibilities. Represents the Strategy, Plans and Policy Directorate, Plans Division with a variety of installation and functional area organizations. Coordinates high visibility Head Quarter Head Quarter (HQ) the United States Central Command (USCENTCOM) planning efforts with other directorates and agencies to ensure unity of effort within the command. Provide strategic thinking and expert advice on emerging and unpredictable, high priority national objectives assigned to HQ USCENTCOM. Requirements Conditions of Employment Qualifications CONDITIONS OF EMPLOYMENT CONTINUED A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level strategic and operational crisis plans and programs for conducting major operations such as operations, exercises, special operations, or similar operations in the Head Quarter (HQ) the United States Central Command (USCENTCOM) Area of Responsibility (AOR). Knowledge of USCENTCOM program goals and objectives, the sequence and timing of key operational events and milestones and methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. Expert knowledge of the political, military and information environment of the HQ USCENTCOM Area of Responsibility (AOR) and the extent to which these factors influence the success of developed war plans and flexible deterrent options as well as Security Cooperation efforts. Firsthand knowledge of USCENTCOM AOR to include experience in Iraq, Afghanistan and surrounding countries and their leaders. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to analyze, plan and adjust work operations of one or more subordinate organizations to meet program requirements and objectives within available resources while effectively communicating both orally and in writing; and demonstrating the ability to negotiate complex issues; and maintain good working relationships. 6. Ability to organize and lead efforts of staff of senior military (O-4/O-5/O-6) personnel and senior civilian personnel (GS-13/GS-14/GS-15) in accomplishment of wide range of staff projects. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
