Summary The primary purpose of this position is to serve as Senior Program Analyst/Advisor for strategy, plans, and policy affecting Special Operations Forces for the J5 Directorate, Strategy, Plans and Policy, at the Combatant Command Headquarters, U.S. Special Operations Command (USSOCOM). Responsibilities Develops, refines and implements strategic guidance for the USSOCOM enterprise. A technical authority on applicable U.S. Government legislation, national policy, and strategic documents. Identifies and assesses significant, controversial, and unprecedented problems; identifies and evaluates their impact on accomplishment of established strategy and plans objectives; develops and implements innovative solutions in conjunction with established processes to achieve required results. Establishes working relationships with DoD and other U.S. departments and agencies; maintains proper coordination with adjacent USSOCOM Directorates, Theater Special Operations Commands, and service Special Operations Components for cross-functional synchronization of strategic planning and analysis efforts. As Senior Civilian within the J52 supports Division Chief and J5 leadership in their responsibilities to manage Division uniformed and civilian personnel. Ensures the security of classified information associated with strategy and policies involved with special operations. Analyzes related information and ensures documents produced by the Security Force and Security Assistance Section are properly classified and protected from authorized access. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Management and Program Analysis Series, 0343. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge in national and Department of Defense (DoD) Strategy and Policy and its ties to United States Special Operations Command (USSOCOM) strategy and plans, along with pertinent procedures to the implementation and influence of current and future strategy, assessments, and policy actions and authorities supporting USSOCOM. Expert knowledge of USSOCOM posture, policies and procedures to effectively coordinate, develop and staff SOF posture initiatives, policy and authority actions which impact and direct the global USSOCOM enterprise. Knowledge of USSOCOM mission, organization, and interrelationships of DoD, joint staff, and interagency working groups required to proactively influence national, DoD, and USSOCOM policy actions. Extensive knowledge of Special Operations policy, strategy and plans to advise USSOCOM enterprise leadership on the current authorized policies and authorities while shaping new policies and authorities necessary to effectively achieve future USSOCOM strategic needs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in strategic analysis, operational design, SOF operations and planning, assessments, and national and regional strategy. Knowledge of U.S. national and DoD goals, resources, objectives, organizations, functions, and sources pertinent to USSOCOM's Plans, Analysis, and regional programs and efforts; as well as USSOCOM process for strategic planning and integration of operations, plans, strategy, and resourcing requirements. Knowledge of the missions, functions, organizations, and offices of Headquarters, U.S. Special Operations command and its Component Commands, as well as knowledge of Special Operations peculiar roles and missions. Knowledge of regulations, legislation, statutes, policies, and directives applicable to military support of Special Operations activities. Ability to interpret high-level guidance (e.g., National Security Strategy, National Defense Strategy, Defense Planning Guidance, and other key documents) and to translate them into strategic implications and capability requirements for Special Operations Forces. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate orally or in writing to interpret and coordinate frequently conflicting guidance from multiple sources; transform this information into clear, concise and easily understood guidance. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
