Air Force Elements, U.S. Special Operations Command INVESTIGATIONS AND INQUIRIES SPECIALIST in MacDill AFB, Florida

Summary The primary purpose of this position is to serve as a senior level combatant command staff officer performing a variety of specialized analytical, technical, and investigative work associated with assistance, investigations, complaint resolution, inspections, and Intelligence Oversight within USSOCOM. Responsibilities Plans, directs, and monitors development and revision of USSOCOM supplemental guidance concerning IG policy directives and regulations. Exercises supervisory personnel management responsibilities and supervisory control over Investigations and Inspections. Directs, coordinates, and oversees work of subordinates and staff officers concerning the complaints resolution program. The incumbent serves as team lead for Intelligence Oversight (IO) command inspections and Command Senior Action Officer for USSOCOM IO quarterly and annual reports. Responsible for conducting a full range of Inspector General (IG) support services. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for General Inspection Investigation Enforcement and Compliance Series, 1801. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes mastery of a wide range of concepts, principles, practices, and laws pertinent to Inspector General (IG) investigations, inquiries, and inspection activities to direct the command's Investigations and Complaint Resolution program and the Intelligence Oversight Inspection Program. Expert knowledge of United States Special Operations Command (USSOCOM) management philosophies, policies, and procedures, and USSOCOM and DoD regulations governing administrative and technical aspects of HQ USSOCOM's operations, to include an understanding of how these policies and procedures impact operations. Extensive knowledge of HQ USSOCOM, Special Operations subordinate and theater commands, Joint Staff and intelligence agency organizational structure, operations, and policies; and mission responsibilities of their many diverse organizational entities. Expert knowledge of investigative techniques and relevant legal framework; skill to interpret laws or regulations and develop guidelines in areas where methods and principles are questioned or challenged; and skill in negotiating and resolving unprecedented, broad, difficult, or complex problems in a wide range of programs and subjects. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the involvement of complex management processes and systems. Expert skill in conducting investigations, interviewing, fact finding, and data analysis; approaching individuals who may be fearful, skeptical, or uncooperative during the questioning process of the investigation; and in establishing rapport with different personality types in order to glean appropriate information pertaining to complaints and allegations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-inĀ­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the functions and missions of the Inspector General, USSOCOM, JSOC, component commands , and Theater Special Operations Commands (TSOC), and Defense Intelligence Agency to develop and implement policies, programs, and procedures, and develop strategies for handling varied complex issues such as Congressional inquiries, Fraud, Waste, and Abuse (FWA) complaints, DoD Hotline cases, and Questionable Intelligence Activities (QIA) allegations. 2. Knowledge of IG policies, procedures, and directives at the Executive, DoD, USSOCOM, Joint Staff, Service, and local base levels as they relate to investigative techniques, principles, and procedures to direct or conduct investigations of allegations of fraud, waste, and abuse or other complaints of wrong doing or inappropriate behavior on the part of Federal activities. Knowledge of Freedom of Information and Privacy Acts. 3. Skill in planning and conducting interviews, inspections, and investigations. 4. Ability to plan, organize, and direct the activities and staff of a small to medium sized organization. 5. Ability to communicate both orally and in writing. 6. Ability to analyze a wide array of data, assess trends, determine systemic issues, report findings, and recommend meaningful and viable courses of action. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
