The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders .

Northeast Florida State Hospital (NEFSH) is a 613-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility.

This is a highly responsible and professional position that will serve as a Health Support Technician OPS at the Northeast Florida State Hospital. T his position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.

Specific Duties and Responsibilities include:

  • This position performs technical health support duties in the collection and processing of blood specimens. These include but are not limited to the following: drawing blood from persons served for Laboratory testing; using proper techniques, proper tubes and assures proper post-phlebotomy care. The Health Support Technician is required to work with minimal supervision and follows Laboratory Department, NEFSH, and DCF policies and procedures at all times. In addition, assists in clerical duties in the laboratory.

  • Manages reference laboratory services by:

  • Ordering reference tests via paper or electronic system as required by reference laboratory.

  • Processes and packages specimens for delivery to reference laboratories to ensure optimal specimen integrity is maintained.

  • Retrieves results from reference laboratories by computer, phone, fax, or mail.

  • Sorts, files, and delivers laboratory reports.

  • Screens reference laboratory results for critical values and notifies technologist when critical values are received.

  • Tracks inventory of laboratory supplies.

  • Orders supplies from reference laboratories and vendors as needed.

  • Tracks pending reference testes to ensure completion.

  • Notifies supervisor of any problems with reference laboratories.

  • Implements technical updates as they are received from reference laboratories.

  • Aids physicians in ordering the proper reference laboratory tests in the computer system.

  • P erforms phlebotomy procedures by:

  • Verifying the individual’s identification.

  • Always using proper personal protective equipment.

  • Properly preparing venipuncture site.

  • Selecting appropriate tubes for the tests ordered, consulting reference manual when necessary.

  • Performing post-phlebotomy care.

  • Maintaining a professional and courteous demeanor.

  • Obtaining help from other staff members when needed.

  • Performs laboratory-related clerical duties including, but not limited to:

  • Ordering laboratory supplies from reference labs and vendors.

  • Ordering tests in Laboratory Information System.

  • Maintaining logs and other documents as required by supervisor.

  • Cleaning and disinfecting laboratory counters and other surfaces daily and as required.

  • Keeping track of pending laboratory orders and notifying proper parties as required.

  • Assist physician in ordering of lab tests and retrieving of lab results.

  • Answering phones.

  • Schedules and performs EKGs which includes:

  • Telephoning living areas to notify staff of pending EKGs and scheduling a time for them to be performed.

  • Instructing the persons served to prepare for EKG while maintaining persons served dignity and privacy.

  • Properly performing EKG.

  • Phoning physician immediately in the EKG results fall into “critical range.”

    Knowledge, Skills and Abilities required for the position:

  • Knowledge of basic medical terminology.

  • Knowledge of basic pharmaceutical terminology and calculations.

  • Knowledge of basic computer software.

  • Skill in using medical instruments or testing equipment.

  • Skill in using unit dose equipment, unit dose pump, and heat sealers.

  • Skill in calibrating liquid unit dosing equipment and dose exchange systems.

  • Skill in taking blood pressure readings.

  • Ability to interview patients and obtain a complete medical history.

  • Ability to follow instructions.

  • Ability to keep accurate records.

  • Ability to distribute prescribed medications.

  • Ability to communicate effectively.

  • Ability to establish and maintain effective working relationships with others.

    Minimum Qualifications:

  • One year of experience in providing nursing or direct patient care services of a medical nature in a public health, medical or clinical laboratory; hospital; clinic; infirmary; or nursing or convalescent home.

    Preference will be given to applicants who have:

  • Completed a training program to become certified phlebotomist.
