City Of Lyford Assistant City Secretary in LYFORD, Texas
**[The Assistant City Secretary is under the direction, supervision, and authority of the City Secretary. The Assistant City Secretary assists in the planning, organizing, directing, and coordinating of city government operations.
**[Administrative Support
[Enforces city ordinances, rules, and regulations. Supervises and manages municipal employees and programs. Manages, coordinates, and organizes all city personnel activities, including on-demand issues. Oversees the administration of the departments in water and sewer utilities, animal control, maintenance, police, fire, and municipal court. Keeps accurate and current personnel files on all city employees. Maintains accurate financial records and reports to the city commission.
**[City Meetings
[Assists in the preparation of council meeting agendas and attends all city meetings to serve as a resource to the council and the general public. As required prepares and attends all Economic Development Corporation meetings. Records the minutes of all city meetings. **[Finance
[Assists in the Preparation and execution of the citys annual budget in accordance with the revenue and expenditure plans adopted by the council. Obtains input from department heads and keeps Council informed of the financial condition of the city and recommends action as appropriate. Maintains continuous budget oversight throughout the year and keeps Council informed of necessary adjustments.
**[Public Funds Investment
[As directed, invests all monies for the City with the best possible interest earnings to the City. Submits monthly reports to the Council of all investments with a maturity date and earnings. Attends a public funds investment training every two years. Prepares depository specifications for depository bids.
**[Tax Assessor-Collector (as required)
[Calculates the effective tax rate and rollback tax rate for the city every year. [Certified appraisal values submitted to the city from the County Appraisal Office. [Oversees and submits the monthly tax collection reports to the council. [Maintains the supplement appraisal reports as submitted.
**[Grant Administrator (Liaison)
[Assists engineer and grant administrator in gathering information for grant applications. [Disburses funds payable from the grantor.
**[Standards and Ethics
[Follows management directives with regard to work assignments and conduct. [Consistently follows all city policies and procedures when handling city business. [Maintains a courteous and professional relationship when dealing with the general public, elected officials, and other governmental agencies. Observe establish work hours and leave policies. Ensure compliance with Federal Labor Standards Act (FLSA).
