CITY OF LUBBOCK Transmission Lineman in Lubbock, Texas

Perform journey-level work in the construction, maintenance, and repair of overhead electrical transmission systems and related facilities including overhead and underground distribution lines. Performs job duties in a way that promotes a positive image of the City organization and the department.

Essential Functions:

  • Work safety on new construction, maintenance, and repair of energized/de-energized transmission systems;
  • Climb poles and operate aerial devices at extreme heights, installing and replacing transmission lines and line equipment with energized primary and secondary distribution under-build present. Terminate high voltage cable and repair high voltage equipment;
  • Perform detailed inspections on transmission lines up to 345kV;
  • Use special tools such as hot sticks on transmission systems energized up to 345kV from the pole or aerial device;
  • Install or repair line equipment such as transformers, switches, cut outs, disconnects, lighting arrestors, insulators, circuit breakers, street light fixtures, and other line apparatus;
  • Required to be on call and respond to outages and emergencies on both the transmission and distribution system;
  • Install, hook up, and maintain pole mounted transformer banks or stations serving large industrial customers and residential sections;
  • Work safely inside of substations and switch yards;
  • Reconstruct existing primary lines, fittings, transfer wires, and cable;
  • Phase, rotate, and install new circuits in overhead and underground lines;
  • Switches load from one circuit to another by closing and opening disconnects and/or oil switches;
  • Assist overhead, underground, substation, and service department as assigned;
  • Instruct and train apprentice linemen and groundmen;
  • Execute task directed by foreman during outages with strict deadlines designated by ERCOT;
  • Proficient in three-way communication with use of a radio during switching orders, placing circuits on one shot, and troubleshooting;
  • Use various types of testing equipment, grounding techniques, and lock out tag out procedures;
  • Must be able to climb and work off of poles and towers for extended period of time;
  • Have knowledge and skills to operate all types of equipment used to perform line work (bucket trucks, hole diggers, and wire pulling equipment);
  • Ability to conduct a tailboard discussion/JSA and complete a job if the foreman is absent;
  • Ability to work safely in hazardous conditions and follow safety rules;
  • Must be able to read and understand drawings and maps;
  • Perform related duties as directed.

Qualifications:

Graduation from high school or equivalent with four years experience as an apprentice lineman and two additional years of experience as a Journeyman Lineman or any combination of relevant education and experience that provides the following:

Valid Current Commercial Driver's License

Knowledge and Abilities:

Knowledge of:

  • Methods used in the construction, maintenance and repair of overhead transmission and distribution power delivery systems;
  • The operation of aerial devices including bucket trucks and digger derricks;
  • Safe work practices;
  • APPA Safety Manual.

Ability/ Skill to:

  • Manage/Supervise the work of others;
  • Work on high poles and perform strenuous work under emergency and all weather conditions;
  • Coordinate eye, hand, and foot movement in order to operate a vehicle;
  • Maintain accurate records;
  • Communicate effectively with others.

Physical Requirements

:

  • Continuously lift and carry up to 25 pounds;
  • Frequently lift and carry up to 50 pounds;
  • Occasionally lift and carry up to 10 pounds;
  • Frequently stand and walk during a shift;
  • Continuously climb ladders, stairs, poles and inclined surfaces;
  • Frequently bend and kneel dur ng the shift;
  • Push and pull objects such as wire and poles;
  • Flex upper trunk forward at the waist and partially flex at the knees;
  • Rotate upper trunk to the right or left while sitting or standing;
  • Raise arm above, at or below shoulder height.
