Position Description:
Manages personnel and budgetary matters for a department or college. Exercises discretion and independent judgment to oversee the activities of staff and the financial processes to ensure fiscal responsibility of department/college. Ensures staff and faculty have the resources to complete their work. Usually serves as a hiring manager and employee service coordinator.

Major/Essential Functions:
1. Support the Department overall to include centers or institutes as needed for the following:
Financial management includes budget planning, preparation, and analyzing how best to utilize department resources.
Conduct monthly payroll verification and FOP reconciliations. This includes department financials and research grant financial coordination, reconciliation, etc.
Facilitate new faculty startup packages and conduct startup and grant reporting to the college.
Prepare documents and agendas for quarterly financial meetings with the Dean's office.
Serve as the Employment Services Coordinator and manage the faculty and staff hiring process and employee appointments.
Manage the onboarding and exit process for newly hired staff or faculty.
Conduct Annual Budget Prep process to include FY end and open of operations and financials.
Coordinate Summer Budget and Summer appointments.
Manage SIF fees, including processing fee reports, ensuring fees are appropriately charged and utilized per term, and create new fees as needed.
Conduct/oversee the complete process of the following: budget revisions, cost transfers, job labor(re) distributions, manual check requests, research participant pay, EOPs, purchase orders, procurement card reconciliations, travel applications/vouchers and deposits, etc.

includes PROCUREMENT PROCESS (how faculty request items purchased or things paid for)
Conduct/oversee inventory of supplies and for the department to include labs.
Maintain a funding schedule for maintenance and replacement of departmental equipment such as faculty computers, lab equipment, etc.
Coordinate annual endowment reporting and review for underutilization.
Coordinate annual space inventory reporting to the college.
Conduct/oversee annual inventory checklist upon request.
2. Support the Department Faculty & Staff overall to include centers or institutes as needed for the following:
Assist the Department Chair with tracking office space assignments, coordinating office furniture, telecommunication set-ups/moves, key requests, room requests, etc.
Manage faculty and staff records and files.
Manage Quality Control of overall departmental processes, including those that feed to your centers and institutes, if you have them. This includes processes for procurement (PO’s and pCARD and Travel, etc.).
Coordinate/Approve Leave Requests and review/approve web-time entry for non-exempt staff, hourly student employees, and faculty sick leave as a proxy to the Chair upon request.
Ensure all staff duties are accomplished.
Maintain/oversee the overall departmental structure, including centers and institutes that report to the department calendars, email distribution lists, online directories, etc.
3. Support the Department Chair to include the following:
Upon request from the Department Chair, Maintain the calendar and apply appointments, holds, and travel plans.
Conduct/oversee Travel arrangements, including processing travel applications and vouchers; maintain and organize official travel files.
Coordinate and plan personnel appointments from semester to semester, including GPTIs, TAs, RAs, SAs, GAs, and work-study.
Participate in strategic management and direction with Department administration providing insight and support.
4. SCHOLARSHIP/FELLOWSHIP Coordination:
Conducted/oversee scholarship coordination, assisting the Department's Scholarship Committee with awarding scholarships. This includes coordinating and managing all scholarship resources for the department.
Oversee the entire scholarship process for the department.
Attend the ANNUAL SCHOLARHSIP COORDINATOR meeting each year.
Track graduate students' new recruitment resources.
Manage the department’s Out-of-Cycle Scholarships.

5. Other Assigned duties:
Attend various meetings (take notes) to stay abreast of new processes, changes in TTU policies, etc. CHHS Senior Monthly staff meeting, Procurement Forums, training, etc. Notify office faculty and staff via email of any significant changes in polices or procedures.
Assist as a backup with greeting visitors, answering requests, and managing phone calls, including work order submissions and maintenance requests.
Serve as or oversee the appointment of Emergency Action Coordinator. Maintain current emergency contact information for the department, attend College emergency meetings, and comply with safety policies and procedures.
Maintain and enter the department's current FAEIS and BOHS HS Survey information when requested.
Assist undergraduate and graduate students as requested.
Other duties as assigned.

Required Qualifications:
Bachelor's degree and four years of experience developing or managing programs or projects. Additional job related education may be substituted for the required experience on a year-for-year basis.
