Responsibilities:
Under the general direction of Government and External Affairs leadership and in collaboration with the Market President, the Government & External Affairs Director will serve as the primary government relations representative in assigned states/territories. This position will represent AmeriHealth Caritas by attending relevant meetings, events and hearings and will represent the Market President in his/her absence. The Government & External Affairs Director is required to be present for all pertinent legislative meetings in Louisiana and critical regulatory action in assigned states/territories.
This position will serve as the primary point of contact for state legislators, executive branch decision-makers, local decision-makers, and other policymakers. Monitors legislative and regulatory issues of concern to AmeriHealth Caritas and apprises the Market President, Government Relations and Public Policy teams of emerging issues. Represents AmeriHealth Caritas before decision-making bodies, including but not limited to providing testimony at public meetings, prepping other leadership, sponsors, and staff, providing research to assist in the support of positions on pending legislation, and direct lobbying of key decision makers. Works with Government Relations, the Market President, and consulting lobbyists to set legislative strategies and priorities. Provides weekly status summaries of all legislative activities during the legislative session and monthly summaries during non-session months. Will establish relationships with the leadership of key advisory and oversight committees and monitor the activities of those committees.
Builds effective relationships with other AmeriHealth Caritas leadership to develop a thorough understanding of company operations, goals, and objectives. Coordinates with communication team members to develop materials for legislators to promote AmeriHealth Caritas state-specific successes and activities and provide key talking point information. Perform other duties as assigned.
Education/Experience:
• Bachelor’s Degree required.
• 5+ years’ successful experience and demonstrated skill working with the assigned state legislature, public policy/government relations.
• Must reside in Louisiana .
• Experience in lobbying at the state level.
• Strong knowledge of the health industry, insurance, and/or managed care is preferred.
• Demonstrated experience as a Lobbyist, while building relationships with government and healthcare stakeholders at the Executive and Legislative level.
• Knowledge and understanding of the legislative processes for the assigned state(s).
• Effective verbal communication skills including conversing by telephone and conducting presentations to large and small groups.
• Effective written communication skills, including business writing, clear and concise narrative reports, evaluations and other narrative pieces.
• Ability to participate in meetings, work in a team environment and interact with all levels of staff and the public.
