Position Overview

USC seeks aVice President of Health Government Relationsto serve as the day-to-day health government relations leader for USC, including the USC Health System.

Reporting to the Senior Vice President of University Relations, the Vice President will develop and advance strategies to influence health-related public policies at the local, state, and federal levels. This includes issues that impact USC's hospital system, the university's health schools, patients, community members, and the university as a major private employer.

The Vice President will also develop and maintain external relationships with public officials and staff, regulators, advocacy associations, civic organizations, and other stakeholders. The Vice President will also collaborate closely with and advise the USC Health System leadership including the Senior Vice President, Health Affairs, the CEO of Keck Medicine of USC, and the Dean of the Keck School of Medicine.

The position in based in Los Angeles with regular travel to Sacramento and Washington, DC.

Key Responsibilities

  • Develop and advance USC's health government relations strategies at all levels of government for USC (including the USC Health System).

  • Monitor public policies, legislation, and regulatory activities that may impact the USC and the USC Health System.

  • Regularly communicate with and advise key leaders, including the Senior Vice President for University Relations, Senior Vice President for Health Affairs, CEO of Keck Medicine of USC, and executive leadership.

  • Craft and execute issue-specific advocacy strategies at the local, state, and federal levels on behalf of USC’s health government relations priorities. Maintain strong relationships with elected officials and their staff to advance policy and research objectives.

  • Collaborate with other University Relations government relations leaders who manage non-health federal, state, and local government relations. Work closely with senior administrative leaders at Keck Medicine of USC on collaborative projects.

  • Partner with deans, faculty, and students to help ensure coordinated public official engagement on USC's public policy priorities and health-related research.

  • Manage a three-person team that includes a policy director and executive assistant. Oversee external consultants and other resources, as needed.

  • Serve in membership and leadership roles with key healthcare and industry associations, including the Alliance of Dedicated Cancer Centers, American Association of Medical Colleges, California Hospital Association, Hospital Association of Southern California, California Life Sciences Association, and California Institute of Regenerative Medicine.

  • Engage and build policy partnerships with peer academic research institutions and hospital systems on shared priorities, particularly in Southern California.

Qualifications

  • Government relations experience with health systems and/or academic medical centers

  • Demonstrated expertise and experience in managing complex issues at multiple levels of government.

  • Track record of developing and successfully advocating for public policy positions

  • Established relationships with policymakers and staff, regulatory officials, and hospital and health-related trade associations.

  • Strong leadership skills and team management including the supervision, motivation, development and retention of an effective staff with a focus on positive workplace culture.

  • Ability to work cross-functionally within organizations including with other leaders and teams.

  • Excellent writing and speaking skills including the ability to synthesize information, construct briefings and presentations, and present in front of large groups.

  • Advanced degree in public policy, law, health care, health care administration, public policy, or comparable education and professional experience preferred

The budgeted salary range for this position is $226,504 – $300,000. When extending an offer of employment, the University of Southern California considers factors such as (but not limited to) the scope and responsibilities of the position, the candidate’s work experience, education/training, key skills, internal peer equity, federal, state, and local laws, contractual stipulations, grant funding, as well as external market and organizational considerations.

Minimum Education: Master's Degree. Combined experience/education as a substitute for minimum education Minimum Work Experience: 10 years in in health policy and governmental relations. 3 years in a senior leadership role.
