Job Summary

The Manager, Accounting is responsible for the oversight of day- to-day general ledger accounting and reconciliations, support regulatory and financial audits, ensuring compliance with accounting guidance and standards, assessing, and ensuring adherence to internal controls, responsible for financial reporting and analysis, leading special projects, and system implementations, managing and reviewing the work of staff, and providing support to the controller.

Manages all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports.

Duties

Manage the general ledger chart of accounts maintenance, review journal entries, and review account reconciliations. Oversee the monthly, quarterly, and yearend financial reporting ensuring the timely and accurate completion of the accounting activities. Ensure timely filing of tax returns and regulatory reports.

Ensure compliance with accounting guidance and standards i.e. Governmental Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Accounting Standards Update (ASU) pronouncements. Manage regulatory, financial audits and filings for Department of Health Care Services (DHCS), Department of Health Services (DHS), Department of Managed Health Care (DMHC), and Centers for Medicare and Medicaid Services (CMS). Oversee the reporting for financial statements, grant contracts, and special programs.

Develop and manage internal controls processes and procedures. Evaluate and improve accounting processes and procedures for efficiency and effectiveness. Prepare, review and update Accounting Department Policies and Procedures. Implements accounting policies and procedures that adhere to governmental financial and tax regulations and comply with GAAP standards.

Manages complex projects, engaging and updating key stakeholders, developing timelines, leads others to complete deliverables on time and ensures implementation upon approval.

Plans and implements systems and procedures to maximize operating efficiency and achieve strategic priorities.

Manage staff, including, but not limited to monitoring of day-to-day activities of staff, monitoring of staff performance, mentoring, training, and cross-training of staff, handling of questions or issues, etc. raised by staff, encourage staff to provide recommendations for relevant process and systems enhancements, among others.

Collaborate and effectively communicate with other departments to facilitate accounting processes, information exchange, and issue resolution.

Maintain, oversee, and monitor the operation and integrity of the Accounting System application integration.

Implement accounting systems and upgrades.

Bachelor's Degree in Accounting or Finance

In lieu of degree, equivalent education and/or experience may be considered.

Education Preferred

Experience

Required:

At least 5 years of proven work experience as an accountant or similar role in a finance/ accounting environment.

At least 3 years’ experience of leading, supervising or managing staff.

Hands-on experience with financial and statistical software.

Equivalency:

Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.

Preferred:

Healthcare/Managed Care experience.

Audit experience.

Skills

Required:

Demonstrable logical thinking.

Sound knowledge of accounting principles, standards, and regulations. In depth knowledge of Generally Accepted Accounting Principles (GAAP) accounting/ reporting.

Demonstrated expertise in MS Excel (creating spreadsheets and using advanced formulas).

Strong knowledge and expertise with accounting software and databases.

Up to date with accounting guidance and regulations.

Excellent analytical skills and attention to details.

Ability to present financial data using detailed reports and charts.

Demonstrable strategic thinking skills.

Confidentiality in handling sensitive financial information.

Excellent written, verbal communication and presentation skills.

Strong time management and organizational skills.

Preferred:

Project Management Skills

Large ERP System Experience – preferably with SAP

Prior experience in a mid-large sized organization
