Who We Are:
The Internal Services Department (ISD) plays a major role in supporting all County of Los Angeles departments and commissions. With an annual budget of over $885 million and 2,162 budgeted positions along with over 5,120 contracted workers of varying professions in facilities management, information technology, environmental, administrative, purchasing and contracting, ISD is the County's trusted partner and provider of choice.
The Opportunity:
We are pursuing qualified candidates to fill an Administrative Manager 10, ISD position in the Energy and Environmental Service, Environmental Initiatives Division. The Administrative Manager 10, ISD position serves as main contact for program communications, builds strategies for energy efficiency, coordinates educational events, delivers presentations and trainings, identifies program opportunities for electrical energy or natural gas savings and determines the profitability and viability of new products or program enhancements.
Positions allocable to this class will report to an Administrative Manager XIII, ISD (Division Manager) or higher.
Essential Job Functions
Plans, organizes, directs, manages, and evaluates a portfolio of clean energy programs.
Proposes resolutions to policy issues and problems as they arise.
Participates in planning sessions and assists in the development and implementation of objectives, policies, and programs.
Supports the preparation of special projects and reports for EID management.
Advises top departmental management on problems, makes recommendations for their solution, and implements approved recommendations.
Monitors efficiency and effectiveness of their programs managed, makes recommendations for their solution, and implements approved recommendations.
Maintains effective relations and builds partnerships with other departments, agencies, and stakeholders.
Works with section budget staff in preparing budget requests and justifications for the assigned programs.
Identifies, develops project proposals, grant application, or other documents to pursue funding for environmental initiatives.
Supports the development, implementation, and management of strategies, plans, projects and objectives for a portfolio of programs.
Participates in meetings with regional, state, and federal legislators and regulators, public agency executives and peers, community groups, local commissions and agencies, and members of the public, as necessary to promote, describe, implement and administer the County's Environmental Initiatives.
Manages and monitors large contracts in support of program management.
Requirements

Requirements to Qualify:
Three years' experience in an administrative, advisory, or staff capacity dealing with environmental or sustainability initiatives specifically in grant writing and contract management.
Two years of experience must also include at least one of the following:
1) Successfully applied for a state or federal grant in energy efficiency, renewable energy, or clean transportation valued at least $1 million; or
2) Managed a grant program at the state or federal level in energy efficiency, renewable energy, or clean transportation valued at least $1 million
License:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Physical Class:
2 - This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.
Special Requirement Information:
*Administrative Capacity is defined as independent responsibility for assignments of average difficulty analyzing and making recommendations for the solution of problems of organization, budget, personnel, information services, programs, facilities, planning, materials management, and general management.
**Advisory capacity is defined as a role where a person provides expert advice and guidance on a particular subject or area of activity.
*Staff capacity is defined as work performed to assist and support administration by doing research and making recommendations to administration for the solution of problems of organization, procedure, program, budget, or personnel.
Desirable Qualifications:
Additional points will be awarded for additional experience beyond the requirements.
A bachelor's degree or higher from an accredited college or university in Environmental Science, Sustainability, Resource Conservation, Environmental, Engineering, Finance, Economics, Business, Public Policy, or closely related field*.
Experience** working with the Department of Energy, Environmental Protection Agency, California Public Utilities Commission and/or California Energy Commission.
Experience managing clean energy programs of $10 million or more.
Demonstrated successful implementation of environmental and/or sustainability programs in large organizations*.
*Closely related field will be reviewed and determined by the hiring manager.
**Experience includes applying to these agencies for funding, managing funding provided by at least one of these agencies, or working with any of these agencies through any collaboration.
*Large organization is typically defined as an organization with 250 or more employees.

Benefit Information: Depending on the position, the successful candidate will enroll in a contributory defined benefit pension plan if the candidate is a “new member” of the County’s defined benefit plan (LACERA) on or after January 1, 2013 (first employed by the County on or after December 1, 2012) – unless she or he established reciprocity with another public retirement system in which she or he was a member before January 1, 2013. It should be noted that County employees do not pay into Social Security, but do pay the Medical Hospital Insurance Tax portion of Social Security at a rate of 1.45%. The Los Angeles County Employees Retirement Association (LACERA) has reciprocal agreements with several public retirement systems in California.
