Los Alamos National Laboratory Quality Engineer 4 in Los Alamos, New Mexico

The Quality Engineer (QE) will be part of the Institutional Quality and Performance Assurance-Quality Support Services (IQPA-QSS) group and will report to the deployed Quality Assurance Manager. The QE will be deployed to assist Packaging and Transportation (LOG-PT) with their mission critical work. Institutional Quality Performance Assurance (IQPA) professionals support the deployment of an integrated set of IQPA processes that enable management by fact, continuous institutional learning, and improvement across all major areas of mission/program, science/technology/engineering, operations, and business support, with an overall focus on improving mission delivery. The selected candidate will report directly to the IQPA-QSS Team Leader and will be deployed functionally to LOG-PT.

The selected candidate will:

  • Conduct and lead assessments of numerous facilities that may include nuclear operations, hazardous waste generation, and of packaging/shipping operations.

  • Participate in the development, implementation, and evaluation of processes, procedures, and applications contributing to the overall objective of sustaining an effective logistics packaging and shipping.

  • Mentor junior quality assurance personnel, as well as mentoring the workforce of the deployed organization.

  • Prepare, upgrade, and maintain the Quality Assurance Plan (QAP) of the deployed organization.

  • Assist deployed division in preparation and maintenance of procedures for quality-affecting activities.

  • Assist the deployed division document control and records management administrator in maintaining quality records.

  • Assist effective completion of management assessments and monitor effective corrective measures are implemented when required.

  • Provide QA liaison support for the QA activities between deployed division and interfacing organizations and management.

  • Review procurement documents to verify inclusion of necessary quality requirements.

  • Ensure nonconformance reports (NCRs) are generated, dispositioned, and tracked to closure.

  • Track NCRs for adverse trends and report tracking to management for their review and action.

  • Working on communications with Customers and Owning Manager to improve the time to move the NCR through the process.

What You Need

Minimum Requirements:

  1. Strong knowledge of federal regulations with the ability to cross-matrix and ensure their flow down to local procedures. In particular, 10 CFR Part 71, Packaging and Transportation of Radioactive Material.

  2. Strong knowledge of NQA-1 and Quality Assurance Programs for Type B packaging activities.

  3. Ability to establish and maintain an assessment schedule to ensure regulatory compliance and systematic verification of implemented controls.

  4. Experience in conducting educational workshops for newly hired personnel to improve their knowledge in mission critical areas.

  5. Proficiency in conducting educational workshops to ensure compliance with Control of Special Processes (10 CFR 71.119) requirements.

  6. Familiarity with DOE Order 422.1, Conduct of Operations for Monitoring and Self-Assessment of Operations, and ensuring adherence to its requirements.

  7. Demonstrated experience in conducting Quality Assurance Planning and revising/updating Quality Assurance Plans (QAPs) as necessary.

  8. Proven ability to improve tracking methods for findings and corrective actions, enhancing efficiency and accountability.

  9. Strong skills in risk mitigation, identifying and addressing potential future findings to maintain compliance.

  10. Experience in fostering a culture of workforce education, emphasizing the value of self-identifying practices and continuous improvement.

Education/Experience Required: Position requires a Bachelor's degree in Engineering, QE or Industrial Systems Engineering or a related field and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. Advanced relevant degree preferred.

Desired Skills:

  • Advanced level of knowledge, skills, experience, or education in Environmental Compliance.

  • Advanced level of knowledge, skills, experience, or education in Inorganic Chemistry as it pertains to DOT shipping regulations.

  • Advanced Auditor and/or Lead Auditor certifications and experience at numerous DOE sites.

  • Advanced level of knowledge, skills, experience, or education in nuclear operations, processes, and nuclear waste.

  • Advanced knowledge in shipping documentation, transportation and acceptance criteria to receive waste at transfer, storage and disposal facilities.

  • Advanced level of knowledge, skills, experience, or education in Logistics Packaging & Transportation.

  • Master's degree in Environmental Management.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular Position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
