What You Will Do

The Program Project Interface (PPI) Division is seeking a determined, experienced and effective Division Leader (Project-Program Director 6). PPI Division is responsible for representing the Program Owner's interests and ensuring the achievement of Associate Level Director for Weapons Production (ALDWP) program objectives through the success of capital and equipment projects by partnering with ALDWP program offices, ALDWP end users, operating line organizations and project execution stakeholders.

PPI uses its expertise in managing programs and requirements, representing program details, and preparing for operations to ensure projects are completed safely and efficiently. PPI serves as the ALDWP Program Owner Representative from the start of the project to its transition to operations. As outlined in SD-350, PPI is an essential member of project-specific teams, ensuring successful execution and meeting all program requirements. PPI's TTO/readiness staff manage and implement TA55-AP-122, working with the project, programmatic, and SMP representatives to ensure safe and compliant programmatic operations. In short, PPI is responsible for developing and confirming requirements to ensure that capital and programmatic equipment projects deliver functional and operable systems.

As the selected candidate, you will provide senior program/project leadership and management of the division by overseeing operations and strategic direction. This position reports directly to the ALD and works in close partnership with the ALDWP Program Offices and the other ALDWP senior management team. The role includes providing technical and management oversight to ensure project requirements are met, managing business operations and budgets, developing staffing plans, and handling recruiting and hiring activities. Additionally, you will be responsible for mentoring team members to their full potential. Your duties will also involve overseeing the integration of PPI-1, PPI-2, and PPI-3 groups across capital construction projects within the PPI project portfolio. This will be done in collaboration with key stakeholders and customers at the LANL senior management level and the Los Alamos Site Office, who support the equipment and infrastructure strategy for ALD Weapons Production.

What You Need

Minimum Job Requirements:

Management and Leadership: Central to this position, we are seeking a qualified and talented individual who has demonstrated leadership and innovation in managing projects and programs within capital line-item construction and nuclear/radiological facilities. This role offers a significant opportunity for growth and development, with a track record in working with Federal counterpart's for line-item construction projects or programs at the local and national level, including demonstration and communication of sponsor/customer needs in the context of plans, constraints, and requirements. Relevant management experience includes installation of new processes in a radiological, nuclear, or high-hazard facility with a desired emphasis on development and deployment of modernization and applied technology programs. Demonstrated leadership skills include overseeing a dynamic, high-visibility organization, including knowledge, skills, and abilities in resource management (e.g., hiring, termination, coaching, performance assessments, annual salary adjustment processes, managing conflict, etc.) and financial management.

Knowledge and Experience: Familiarity with ALDWP mission objectives, project scope and understanding of planned capital investments. Demonstrated leadership of technical personnel delivering on complex project portfolios with fiscal and programmatic responsibilities. Extensive experience in developing, installing, or operating projects or programs at the TA-55 site. Demonstrated experience in strategic planning, executing, evaluating, and reporting on line-item construction projects or programs, including developing and approving critical decision packages as defined by the DOE 413.3B process. Demonstrated knowledge of the application to projects or programs of the following: quality, ES&H, project owner representative, security, business services, project controls, human resources, CFO, NEPA-EIS, safety basis, and risk management

Communication and Collaboration: Demonstrated ability to communicate effectively in oral and written form to a broad range of audiences, including NNSA and Laboratory Senior Management.

Education/Experience Project-Program Director 6: Position requires a Bachelor's Degree from an accredited institution and 15 years related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

• Working understanding of LANL plutonium missions and experience working in high-hazard nuclear facilities (e.g., TA-55, PF-4, CMR, RANT).

• Strong background and understanding of complex Engineering, Procurement, Construction (EPC) projects including DOE 413.3B and Critical Decision (CD) process.

• Demonstrated knowledge of capital line-item project requirements and implementation processes.

• Active Q-Clearance; participation in the Human Reliability Program (HRP).

Work Environment:

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th.
