Los Alamos National Laboratory IT Project Manager 3/4 in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the IT Project MaPSnager/ Scrum Master 3 or 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

This posting is for an IT Project Manager 3/4 in the Information Technology Project Management (ITPM) Group in the Project Strategy and Execution Division (PSE-ITPM), which is part of the Associate Laboratory Directorate for Business Management (ALDBUS). The PSE-ITPM group provides IT project and program management, including Agile framework support to ensure IT projects achieve success and deliver expected outcomes within scope, schedule, and budget.

IT Project Manager 3 Responsibilities ($109,100 - $182,00)

The project manager manages and ensures the timely completion of multi-discipline IT projects of various levels of complexity and scope, provides leadership throughout the entire project lifecycle using various project management methodologies and tools to achieve project objectives and outcomes, and oversees the project team in the planning, tracking, and execution of the project from initiation to completion and facilitates transfer of operations and maintenance activities. This position will be deployed to a varied customer base that may be an external body such as a federal agency or may be an internal organization within the Laboratory whose responsibility ranges from software development, infrastructure, tool selection, subcontracting and usage, and project implementations. Expectation is that work is accomplished without considerable direction and/or coordinates activities of other personnel and is granted significant latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments.

IT Project Manager 4 Responsibilities ($122,300 - $206,300)

The project manager will coordinate people across multiple projects, keeping the focus on deliverables and outcomes. The ideal candidate has wide-ranging experience, uses professional concepts to resolve complex issues in creative and effective ways, frequently contributes to the development and/or implementation of new technical standards and methods, and is considered an expert in the field. This role will be expected to develop work packages, subcontracts and is experienced in maintaining scope objectives, schedule, and budget for all assigned projects. Works on unusually significant, unique, or complex issues, provides solutions that are highly creative where analysis of situations or data requires an evaluation of intangibles. Has impact on success of future concepts, products, or technologies. Works under consultative direction toward predetermined long-range targets. Assignments are often self-initiated and virtually self-supervisory. Provides technical direction and/or coordinates activities of other personnel. Uses independent judgment for determining course of action to accomplish objectives. Uses wide latitude in the methods, techniques, and evaluation criteria for obtaining results. At this level, mentoring skills are expected to increase the capability of ITPM team members.

What You Need

Minimum Job Requirements:

  • Excellent communication and leadership skills, problem-solving and conflict-resolution ability, and outstanding organizational skills.

  • Knowledge of software development methodologies, tools and processes, including source code control, application development tools and techniques, database design, development and management, programming languages, and component integration.

  • Advanced knowledge of IT environments and application development methodologies.

  • Excellent written and verbal communication, listening, and presentation skills.

  • Demonstrated ability to partner with customers and solve problems while defining expectations and mutual responsibilities.

  • Demonstrated ability to review and understand end-to-end work processes.

  • Demonstrated ability to translate project management terms to layperson's terms and present them to audiences in and outside of I&T.

  • Demonstrated ability to produce professional project charters, PMPs and other technical and project documents.

  • Detailed knowledge of Agile and Scrum methods

Additional Job Requirements for IT Project Manager 4

In addition to the requirements outlined above, qualification at the higher level requires:

  • Demonstrated ability to manage complex budgets, resources and detailed project reporting

  • Demonstrated ability to negotiate with software vendors on favorable subcontracts

  • Experience leading multiple system software integration projects.

  • Experience with SQL-based applications, be able to guide the technical resources when designing base infrastructure

  • Understanding of data and the structures associated with data migrations and interfaces, be able to guide the technical resources to the best possible solution

  • The Project Management Professional (PMP) credential.

Education/Experience at lower level: Requires a Bachelor's Degree and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Education/Experience at higher level: Requires a Bachelor's Degree and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Experience working in a government or national laboratory environment.

  • Experience being on various development teams in a variety of different contexts (different team sizes, different organizations, different cultures, co-located vs. distributed, etc.)

  • Exposure to the DevonWay suite of products

  • The Project Management Professional (PMP) credential is desired at the lower level.

  • Scrum Master Certification (CSM), SAFe, or equivalent.

  • Experience working in a hybrid methodology across different teams (Agile and waterfall combined)

Work Location: The work location for this position is telework and is located in Los Alamos, NM. Telework is defined as working from offsite but within 2hours ground commute of this location. Reporting onsite may be periodically necessary. All work locations are at the discretion of management and can change at any time with appropriate notice.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 Year.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
