Los Alamos National Laboratory ISD-TS Group Leader (IT Manager 4) in Los Alamos, New Mexico
What You Will Do
This position will be part of the ISD management team, providing strategic and tactical planning for modernizing telecommunications and network in support of Laboratory mission. This position requires frequent interaction with the SOC, EOC, Los Alamos County Fire and Police, and the Los Alamos Site Office. This position will manage a $11.5M budget for several Work Packages. This position will oversee seven first line managers, a $21m/year internal service recharge service, and construction contractors including safety and security. The Group Manager is directly responsible for a staff of 70 personnel and indirectly for 20 contractor employees, who provide the following services to the Laboratory:
Telephone services, including 2,000 analog circuits, 911 services, fire alarms and other safety and security devices, and the central TDM switches that provide telecommunications at LANL. Contract services for move, add, and changes to telecommunications.
Construction projects from conception, design, and implementation for telecommunications and network infrastructure. Includes overseeing the bid process for external construction contractors.
VoIP and call center support for 40 call centers.
Installation services for roughly 2000 edge switches on the IP network.
Video and audio teleconferencing for both unclassified and classified teleconferences. Assistance in design and implementation of mission facilities, as well as in-house facilities.
Trunked radio services for SOC, EOC, and Los Alamos County Fire and Police Departments.
Provisioning and distribution of cell phone, iPad, iPhone, and pager services.
Wireless network expansion in both property-protected and secure areas at LANL.
Auditorium services for 4 campus auditorium facilities.
What You Need
Minimum Job Requirements:
Demonstrated ability to deliver new technologies in support of the changing network requirements of mission.
Knowledge of and experience with wireless technologies, IP based networking and/or telephony, and management of large-scale vendor contracts.
Demonstrated experience with safety and security requirements for networking construction, wireless technology, and network technologies.
Demonstrated leadership in building successful teams capable of delivering robust network services.
Demonstrated teamwork in developing strategic and tactical planning.
Ability to manage 24/7 service for emergency and security services.
Demonstrated competency in managing a large, technical organization and workforce.
Education/Experience : Position requires a Bachelor's Degree in Computer Science, Information Systems or related field from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
BICSI RCDD certifications
Project management certification or course work
Demonstrated experience designing telecommunication systems for federal government facilities
Work Environment:
Work Location: The work location for this position is hybrid and is located in Los Alamos, NM. Hybrid is defined as working partially onsite/partially offsite but within 2 hours ground commute of this location. All work locations are at the discretion of management and can change at any time with appropriate notice.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
