Los Alamos National Laboratory Integrated Weapons Experiments (IWE) Support Manager (Program Manager 2/3) in Los Alamos, New Mexico
What You Will Do
This position will be filled at either the Program Manager 2 or Program Manager 3 level, depending upon the skills of the candidate. Additional job responsibilities will be assigned if the candidate is hired at the higher level.
The Integrated Weapons Experiments (IWE) Office, within the Associate Laboratory Directorate for Weapons Engineering Program Office (ALDW-PO), is seeking an energetic and experienced individual to provide leadership and support to the Integrated Project Teams executing work within the laboratory's Hydrodynamic testing portfolio. The selected candidate will report directly to the IWE Project-Program Director facilitating timely execution of Hydrodynamic experiments as defined in the National Hydrotest Plan (NHP). The candidate will play a key role implementing initiatives to improve the cadence of IWE execution in support of core laboratory mission goals.
Program Manager 2 ($112,000 - $186,700)
Key Responsibilities:
Lead the implementation of detailed IWE templates to establish scope, resource loaded schedules, and budgets.
Provide leadership and support to the integrated project teams to enable schedule performance throughout all phases of the project lifecycle.
Track and report on the milestones and deliverables, across multiple tests, within LANL's IWE portfolio.
Plan, coordinate, and facilitate successful integrated design reviews.
Manage, track, and mitigate risks across the IWE portfolio.
Program Manager 3 ( $135,300 - $227,700)
In addition to what was outlined at the lower level, at this level the PM will interface with one or more high-level internal customers to develop, negotiate, and define programmatic deliverables and support strategic planning.
Additional responsibilities include the following:
Work to align FYNSP planning across the portfolio with the National Hydrotest Plan.
Lead the development and regular update of IWE resource loaded schedule templates, budgets, and cost models for planning, design, fabrication, assembly, execution, and final reporting.
Monitor resources and identify funding gaps in key capabilities needed for IWE mission success.
What You Need
Minimum Job Requirements:
Demonstrated knowledge of and experience defining programmatic work scope, developing resource loaded schedules, and creating budgets for complex projects or programs.
Demonstrated experience applying project control principles and standards to manage cost and schedule performance of complex projects.
Demonstrated experience developing milestones and deliverables as well as facilitating formal design reviews.
Excellent organizational skills and the ability to meet schedule deliverables for multiple concurrent projects with a range of priorities.
Excellent oral and written communication and presentation skills.
Experience developing and nurturing effective customer relationships.
Additional Job Requirements for Program Manager 3:
In addition to the requirements outlined above, qualification at the higher level requires:
Demonstrated experience developing and negotiating complex cross-organizational agreements, interfaces, and funding models.
Successful experience interacting effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.
Successfully demonstrated experience developing and mentoring staff.
Education/Experience for Program Manager 2: Position requires a Bachelor's Degree from an accredited institution and 5 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.
Education/Experience for Program Manager 3: Position requires a Bachelor's Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.
At this level an advanced degree may be expected.
Desired Qualifications:
Demonstrated successful experience working with the LANL Integrated Schedule (IS).
Project Management Professional (PMP) Certification.
Knowledge of LANL organizational structure, policies, and procedures.
Familiarity with the Hydrodynamic experiment lifecycle and the capabilities and constrains of line organizations executing work.
Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details
Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.
Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
