Plutonium Infrastructure Engineering (PIE) is a Division at Los Alamos National Laboratory (LANL) that will develop, maintain, and apply a diverse set of nuclear facility engineering capabilities to provide innovative solutions to enable the Laboratory's scientific and national security mission.
We are seeking a Nuclear Facilities Engineering Manager 5/Field Engineering Deputy Division Leader to support the Laboratory mission and assist the PIE division leader.
Roles and responsibilities are:
Senior PIE engineering manager supporting the execution projects within the ALDPI project portfolio
Provide nuclear design-engineering services to ensure facilities are designed, constructed, modified and maintained to satisfy customer needs and expectations in a cost effective, safe, and compliant manner.
Assigns deployed field engineering resources for the LANL plutonium pit projects.
Provide a range of field engineering services in support of ALDPI's project execution organization.
Support the division leader to effectively lead the development and control of nuclear facility technical baselines, disciplined and effective nuclear safety basis implementation, and assessment of overall performance.
Communicate with all levels of internal and external customers to define and recommend cross-organizational operational objectives.
Assist the division leader in developing specific short-term and long-range plans and monitor progress to assure long-term objectives are aligned and customer requirements are met.
Ensure daily open communication with workers (including subcontractors) that promotes an environment where workers feel comfortable bringing errors, system weaknesses and issues to management attention.
Perform constructability review of external design agency design submittals for nuclear facilities and support facilities.
Reports directly to the division leader.
As a Nuclear Facilities Engineering Manager 5, you will assist the Division Leader in operations and strategic direction by providing technical and administrative oversight to ensure compliance with nuclear facility requirements, conduct of engineering (CoE) and configuration management (CM) program requirements; ensuring that field engineering personnel comply with applicable federal, state and local laws, regulations, codes, and standards; and providing Leadership in resolution of technical and personnel issues.
In addition, but not limited to, as the PIE Field Engineering Manager you will assist the Division Leadership in developing staffing plans in accordance with customer requirements and within budget constraints, perform recruiting and hiring activities to implement those plans, and develop staff through training, mentoring and qualification programs.

Central to this position, we are seeking a qualified and talented individual that has demonstrated Leadership and innovation in managing a multi-disciplined engineering organization.
Knowledge and Experience
This position will serve in a management role and provide expert knowledge and experience in field engineering, administration for facility projects and on-going operations and maintenance within nuclear facilities is required. Specific knowledge and experience sought for includes:
Significant record of leading a field engineering organization in support of execution of construction projects within nuclear facilities including operations and maintenance to establish and continuously improve conduct of engineering implementation in support of reliable facility operations.
Demonstrated success in effectively interfacing with all levels of contractor management, NNSA/DOE staff, DNFSB staff and board members, and occasionally members of the public.
Demonstrated capability in successfully developing internal and external customer relationships achieving a high degree of customer satisfaction. Expertise in negotiation with customers and support organizations and resolving conflicts.
Experience in developing and managing engineering budgets.
Demonstrated capability working within a formal Earned Value Management System (EVMS) environment.
Demonstrated experience related to the development and implementation of in-house engineering standards, master specifications, and Conduct of Engineering for facility operations and maintenance.
Significant Management experience effecting the requirements above.
Demonstrated experience related to the execution of field engineering activities on large scale line-item projects.
Education/Experience: Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation.
DOE Order 426.2 Requirements: Requires a Bachelor of Science degree in engineering or related science, and 4 years nuclear experience. Education or experience that is job related may be substituted on a case-by-case basis. The degree may fulfill 3 of the 4 years of nuclear experience on a one-for-one time basis
Desired Qualifications:
Extensive knowledge of LANL activities and nuclear operations including project execution and management, legal, procurement, construction, environmental safety and health (ES&H), and quality assurance.
Extensive knowledge/experience of the CMRR/LAP4 30B & 30R Line Item projects as well as MIE projects.
Extensive knowledge/experience of LANL Engineering Standards Manual; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design, construction, and project management.
Professional license (PE) in an engineering discipline from a recognized licensing board preferred.
Experience with PF-4 policies and procedures preferred.
Experience with execution of construction activities in an operating nuclear facility.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.
*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
