What You Will Do

Serve as a key member of Los Alamos National Laboratory's (LANL) management team and provide leadership and support for one of the world's most innovative multidisciplinary research institutions. Nuclear Criticality Safety (NCS) Division is seeking a Criticality Safety Manager 3 (Deputy Group Leader) for the Actinide and Material Management Operations (AMMO) group.

The NCS-AMMO Deputy Group Leader will be responsible for criticality hazard identification, criticality analysis, selection of controls, and development of associated criticality documents including criticality safety evaluations and criticality safety limit approvals. You will work with the AMMO Group Leader to manage work as the primary interface on fissionable material operations in support of materials management in PF-4 to including storage of fissionable material, actinide material physical science and analytical chemistry, plutonium heat source production, and ancillary systems (e.g., nondestructive assay equipment) for the development of criticality safety evaluation documents, operation and procedure reviews in support of the existing mission, emerging issues, infraction recovery, and "extent of condition". You will also support the Group Leader in consulting with the NCS Division Leader on mission, vision, strategic and tactical planning for the group work portfolio in support of the LANL mission.

Minimum Job Requirements:

Leadership Experience

Record of leading technical personnel in support of nuclear facilities including operations, maintenance, engineering, safety basis, or projects to establish and continuously improve reliable facility operations. Demonstrated leadership and innovation in leading an engineering organization. History of working collaboratively to create a safe, secure, positive, and enabling work environment for staff to thrive.

Nuclear Criticality Safety Knowledge

Qualified as a Criticality Safety Analyst in a program consistent with ANSI/ANS 8.26-2007(R2016), Criticality Safety Engineer Training and Qualification Program, or able to complete qualification within 1 year of hire. Must have knowledge, experience, and proficiency in DOE orders and ANSI/ANS standards on criticality safety. Demonstrated ability to oversee and perform design reviews, criticality safety evaluations, fissionable material operational reviews, and potentiation process deviation response.

Effective Communication

Demonstrated success in effectively interfacing with all levels of stakeholders such as contractor management, NNSA/DOE staff, Defense Nuclear Facility Safety Board (DNFSB) staff and board members, and occasionally members of the public. Capability of successfully developing internal and external customer relationships achieving a high degree of customer satisfaction. Expertise in negotiation with customers and support organizations and resolving conflicts.

Education/Experience: Position typically requires a bachelor's degree and five years of related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be desirable.

DOE 426.6: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job.

Desired Qualifications:

• Knowledge of LANL activities and nuclear operations including project execution and management, legal, procurement, construction, environmental safety and health, and quality assurance.

• Knowledge/experience of LANL Engineering Standards Manual; LANL Conduct of Engineering procedures; and DOE Orders and Standards related to nuclear facility design, construction, and project management.

• Management experience.

• Master's degree preferred.

• Active Q clearance.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position Commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2: Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include ongoing drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
