Toeroek Associates Project Analyst (FAR / Acquisition Lifecycle) – Senior Level in Lorton, Virginia

Toeroek Associates is a dynamic small business provider of specialty consulting and analysis services to the U.S. Government. Our National Security experts include technical and policy specialists in proliferation prevention, biological threat reduction, nuclear non-proliferation, arms control and treaty compliance, nuclear stockpile management, and CBRN support to the warfighter. We currently support DTRA, Air Force, Navy, OSD, and EPA as both a prime contractor and subcontractor team member.

This is an active contract. The position is in the Lorton, Virginia, area.

Department of Defense (DoD) Secret clearance is required. International travel required.

This is primarily a project management and acquisition lifecycle support role.

Responsibilities:

This position will function as the Advisory and Assistance Services (A&AS) Project Analyst for the Defense Threat Reduction Agency (DTRA) Cooperative Threat Reduction (CTR). This is primarily a project and acquisition management role that requires the implementation of Department of Defense (DoD) acquisition strategies to assist and manage projects carrying out international threat reduction activities.

The Project Analyst works directly with client Program Managers as well as other A&AS personnel contributing to implementation of the DTRA CTR priorities. They are responsible for ensuring that client deliverables meet quality, cost, and schedule requirements. The Project Analyst engage and collaborate with government counterparts on a broad range of activities, including project management; financial management; quality assurance; knowledge management; partner relationship management; acquisition life-cycle support; new country engagements as well as recurring and pop-up tasks.

This role requires an understanding of the CTR mission, awareness of Weapons of Mass Destruction (WMD) basics, the international nonproliferation regime, and key stakeholders working in the domains of nonproliferation and global health security spanning public and animal health sectors.

The role requires excellent communication, writing, and teamwork skills, ability to support government clients achieving strategic objectives without losing sight of detail, ability to keep track of formal and informal taskers and deliver necessary advisory and assistance services in support of multiple, competing priorities. Support includes, but not limited to: Effective management of cost, schedule, and performance parameters throughout the life-cycle of an acquisition/contract; Support of country/region/program portfolios; Deliverables include the Weekly Activity Report and other reports and actions such as Program Management Reviews (PMRs), Program Objective Memorandum (POM), Country Summaries, Program Budget Management comments, etc.; and Ad hoc tasks such as congressional inquiries, assistance with Freedom of Information Act (FOIA) requests, emergent needs not associated with a specific project and associated tasks.

REQUIRED QUALIFICATIONS AND SKILLS

  • DoD SECRET clearance or higher.

  • Master's Degree.

  • At least 10 years of project management, government acquisition or similar experience.

  • Knowledge of and experience supporting the development of required acquisition documentation and process prior to project award (e.g., Needs Statements, Market Research, Statement of Work, Contract Data Requirements Lists).

  • Requirement to work in the office at least 3 days a week. (Teleworking is not guaranteed though. Additionally, cannot live out of state or remote.) The assumption is DoD contract support will return to 4 or 5 days in the office in 2025.

  • Ability to work collaboratively and independently.

  • Excellent communication, critical thinking, and problem-solving skills, as well as an ability to adapt written deliverables depending on the intended audience.

  • Demonstrated proficiency with Microsoft Office tool suites.

  • Demonstrated ability to write for senior leaders.

  • Flexibility/adaptability/suitability to work in a fast-paced environment.

  • Ability to travel internationally. Travel up to 25% of the time.

DESIRED QUALIFICATIONS AND SKILLS

  • Project Management Professional (PMP) certified.

  • Federal Acquisition Regulation (FAR) experience.

  • Experience and successful track record building effective relationship with clients and other stakeholders, understanding client's requirements and meeting client expectations.

  • Experience applying project management best practices to support cost, schedule, and performance oversight of multiple ongoing projects while delivering high-quality outputs based on country, region, and programmatic atmospherics and strategies. Ability to track multiple competing priorities and dynamic portfolio components.

  • Track record working in a matrixed environment, coordinating work across large, diverse teams, and being an effective and collaborative team member.

    The target salary hiring range is $115,000 - $135,000 annually, DOQ. This is a good faith and reasonable estimate of the base compensation at the time of posting. Toeroek offers a competitive benefits package including medical, dental, vision, Life, LTD, STD, and 401K.
