Responsibilities

This position functions as the Advisory and Assistance Services (A&AS) Program Analyst for the Building Partner Capacity Cell Executive Directorate (BPCIC). Situated within the Defense Threat Reduction Agency (DTRA) On-Site Inspection and Building Capacity Directorate (OB), the BPCIC is part of the Integration and Initiatives Department (OB-IN). The BPCIC is chaired by representatives from the Cooperative Threat Reduction (CT), On-site Inspection and Building Capacity (OB), and Operations & Integration (OI) directorates and governed by an Executive Committee (EXCOM) consisting of the directors of these directorates plus Strategic Integration (SI).

The BPCIC was established in 2019 with the following objectives:

  • Ensure future and current DTRA building partner capacity (BPC) efforts are strategy-driven and prioritized against combatant command priorities, Department of Defense (DoD), and DTRA priorities.

  • Increase awareness of respective authorities, missions, capabilities, and challenges.

  • Integrate planning and synchronize the execution of OB, CT, OI, and SI BPC efforts.

The BPCIC accomplishes these objectives via a spectrum of initiatives, including but not limited to hosting BPC forums and workshops, facilitating regular meetings between DTRA and inter-agency BPC stakeholders, publicizing BPC equities, and cataloging institutional knowledge.

The A&AS support analyst serves as a member of the BPCIC and reports to the OB-IN Department Chief. The support analyst assists with strategic communications, policy analysis, and various administrative tasks as needed. The successful applicant will conduct a broad range of activities, including team and department-level BPC integration planning, coordinating multiple projects, drafting policy white papers, maintaining the BPCIC’s Task Tracker, and supporting the BPCIC’s multitude of recurring and pop-up deliverables.

DUTIES

  • Leads the development and drafting of the BPCIC monthly newsletters.

  • Compiles and maintains a database of activity inputs from the CT, OB, OI, and SI directorate’s BPC efforts.

  • Assist in planning and coordinating the BPCIC annual regional combatant command workshops.

  • Facilitates and coordinates monthly forums/interagency forums, including the BPCIC Monthly Meeting, the BPCIC Quarterly Interagency Forums and the BPCIC EXOM Meetings.

  • Develops classified deep dive discussions focused on actors, threats, or hazards to BPC activities and the DTRA mission.

  • Assists in developing BPC country strategies for DTRA country engagement manuals.

  • Develops and maintains the BPCIC activity task tracker.

  • Review national guidance docs (e.g., National Defense Strategy, National Biodefense Strategy, National Biodefense Posture Review) and analyze their respective BPC requirements and alignment with the DTRA Director’s Strategic Intent across the directorates.

  • Additional Tasks as needed.

Required Qualifications

REQUIRED SKILLS AND QUALIFICATIONS:

Top Secret/SCI Security Clearance

Bachelors degree in a related field and 3+ years of related experience

Travel up to 25% of the time

Experienced with engaging with United States Government inter-agency and intra-agency

Demonstrated proficiency with Microsoft Office, Teams SharePoint, ArcGIS Pro, and other tool suites as required.

Demonstrated strong writing and research skills

Ability to work collaboratively and independently

Strong attention to detail, communication, critical thinking, and problem-solving skills

Desired Qualifications

DESIRED SKILLS AND QUALIFICATIONS:

Master’s Degree

5+ years of related experience

DTRA CTR or Weapons of Mass Destruction (WMD) or Counter WMD experience

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $70,800.00 - USD $110,625.00 /Yr.
